A regular meeting of the Board of Directors of the above Corporation was
held on January 11, 2003 at 4:15 PM, in the offices of Best Care Agency, Inc. located
at 310-S NE 1st Avenue in Hallandale, Florida.
Quorum. A quorum was declared present, based on the presence
of the following 2002 board members of the Haitian American
Association of Engineers and Scientists:

The Chairman opened the meeting and observed a moment of silence.
- The minutes of the last meeting was read and accepted by the board.

Secretary Report: HAES received Christmas greeting cards from State Representative Yolly
Roberson and also from the South Florida Water Management District.
- HAES received the latest issue of Solar Cooker Review (Volume 8, Number 3, November 2002).
Solar Cooker Review is published two or three times per year, with the purpose of presenting solar cooking
information from around the world. Topics include solar cooker technology, dissemination strategies,
educational materials, and cultural and social adaptations. The magazine welcomes reports and commentary
related to solar cooking for possible inclusion. Solar Cooker Review is available online at:

- Noe Dorestant reported on the following:
Noe Dorestant received a correspondence from State Representative Yolly Roberson of
District 104. The correspondence is to inform HAES of the Tuesday January 14, 2003 deadline for submitting
Community Budget Requests. The attached Budget Request form must be completed and returned to her office
before the deadline.
- Noe also reported that he received a telephone call from State Representative Yolly Roberson
secretary inviting the HAES Chairman and members to take part at the next NASA space shuttle lunch on February
28, 2003 as part of a delegation from Miami.
- Noe also reported that he received a telephone call from Joel Francois requesting some help for the
translation of a French document into English. The document is a financial study of electricity generation in the
region of Gonaives (Haiti). Subsequent to the telephone call, the Chairman Noe Dorestant held a meeting with
Joel Francois, Antoine Leveille, William Louis Charles and Jacques at the Miami Museum of Science to review
the document. Joel Francois was then invited by Noe to attend the next HAES meeting.

- Noe received an invitation from FAVACA and the Embassy of the United States of America to attend
a presentation by Ambassador Brian Dean Curran and USAID on �The Year of Florida: Enhancing Haiti-Florida
Ties�. The event will be held at the Intercontinental Hotel on Tuesday, January 14, 2003 at 6:00 PM. Members
are invited to attend by RSVP.
- The Chairman received an invitation to attend the 43rd Annual Tropical Hamboree.
- Report by Max Massac: The Treasurer presented the financial status of the association.
Financial transactions and banking statements were presented and accepted by the Board
- A final report on the December 2002 gala has been postponed due to the fact that some board members
haven�t returned the money collected on tickets that were assigned to them. This issue will be revisited during the next
board meeting of February 8, 2003.
- HAES is committed to full and complete success of Haiti Envirotech 2004. During the HAES gala and prelude
to Haiti Envirotech 2004 ("Take care of the environment, and it will take care of you")of December
14th, 2002, Frizner Nau, President of ADIHA pledged to be a full partner with HAES in th preparation of Haiti Envirotech
2004. Effort will be made to contact the representatives of the association of Canada. In addition, member Paul Namphy
during a recent visit in Haiti has contacted some representatives of the Ministry of Environment. He will provide a complete
report of the meeting during the next board assembly.

Max Massac (Treasurer), Sevigne Castor (Secretary), Jean Junior Joseph (Honorary member/HAES 2002 Gala Master of Ceremony) and ADIHA's
Chairman, Fritzner Nau with New York delegation.
- HAES member Joel Francois presented an energy project for the city of Gonaives, Haiti. The project consists
of furnishing and installing diesel power plants. According to Mr. Francois the complete project will be financed and
administered by Caribes Energy a company based in Florida and Haiti. The cost of the project will be around
$5,000,000.00. - $8,000,000.00. Joel also reported that Caribes Energy will be responsible for the
generation of Electricity from wind Energy in Port-de-Paix. Mr. Francois has requested the help of HAES to
translate the project documents from French to English.
Motion
A motion to translate the document was presented by Noe Dorestant and seconded by Sevigne Castor. The board
accepted the motion. A HAD HOC translation committee was formed with the following volunteers: Noe Dorestant,
Sevigne Castor, Max Massac, Francois Canal, and Jocelyn David.
- The board of 2002 was dismissed by the Chairman Noe Dorestant to allow the election of
the Officers for the Board of Directors of 2003
as mandated by the HAES bylaws.
