The targets are sorted into groups and sub-groups.
The idea is that each alliance picks one subgroup from each group (eg. if one alliance
gets 1A 2B 3B 4A, the other alliance gets 1B 2A 3A 4B).
The idea with teh first 2 groups, to ensure fairness, is that each ally gets an 'A' and
a 'B' subgroup. This ensures they get first pickings on some fat targets, but seconds on 
the other, whilst the other group gets the opposite.
The landing ticks define the # of waves open on each target, though they can be changed
by negotiation. This means that group 1 planets are open for 6 waves, group 2 planets
are open for 4 waves, group 3 for 3 and group 4 for 2. 
With these target choices, each alliance is supplied with 86 open waves and a total of
13,100 roids worth of targets. (so if we roid each planet once, we take 3,000+ roids, enough
for a decent dent). 
Unfortunately, 86 waves is probably not enough for us due to various considerations, 
therefore, in order to truly pressure omen, we will be needing dayraids. So long as these
are supplied, they provide excellent morale for members (from my experiences last round)
and help to exhaust DCs, a very important aspect of PA war. As such, we should find which 
targets we find easiest to cover, and open these up for day raids. :)
