     Let us discuss embedding a 30-day notification of the expected date of a stack test.  I plan
on adding this to the NSPSs which require VE readings (Dc, OOO).  

     2D .0522 stip references "nuisance" odors; "nuisance" doesn't appear in the reg. 
I suggest changing "nuisance odors" to "odorous emissions" - the language of the regulation.  
Any comments?

     Can should the 2Q .0807 prohibitory small stip be added to the emergency generator general permit?

Changes for Version 2.3
The permit writer macro (PWM) has been extensively reformatted with the new outline style and
the new heading style.  These styles are described in the file outline.wpd.

All those draft conditions distributed with version 2.2 of the pwm have become final; NO
COMMENTS WERE RECEIVED.  

Three new draft stipulations are included in the subdirectory /newterms/.  These stipulations are
as follows:

     cond3d.frm     Draft 2D .0509 (particulate from mica & feldspar production) stipulation

     cond11f.frm     Draft 2D .0518 stipulation for sources with very low emissions.  Daily VOC
emissions estimated by daily work hours and monthly usage.

     usedoil.frm     FRO's DRAFT used oil stipulation.

Please provide feedback on these stipulations.

Response to comments:
Very few regions have provided specific comments.  WSRO provided a large list, making-up
about half of all the changes in this version.

Regarding Jalal Adouli's suggestions
memo 15 Jan 97:
1.   Macro will now include directions for networking in the programmer's guide.
2.   For this version, "Fee Class" will stay in the permit, per Laura Butler.  Please submit
     comments on this issue to the permits workgoup
3.   The keyboard cue for applicable regulations has been modified per suggestions.
4.   A future version might have a menulist for the appropriate signature, rather than always
     Alan Klimek.  For this version follow the note #1 and programmer's guides notes to
     modify the signature area, if you feel confident modifying the permit.frm
5.   RO office copied.
6.   Note:   in the cover letter, the paragraph for 2D .0610 can be included or excluded by the
     user.  Until Tuesday, 22 Jan 1997, I was going to leave this in because it is easy enough to
     delete, and removal may cause .0610 to be overlooked.  See Note #1 Below
7.   Month & date now entered in data entry, and incorporated into the permit.
8.   Underline-only formatting for conditions is left in for this version simplicity and
     consistency.
9.   For the permit, the side margins have been moved to 0.8" and the tabs to 0.4" repeating. 
     This provides more room for text and less whitespace.  The margins were not
     inconsistent; indenting made it appear so. The amount of whitespace on a page is largely
     a matter of taste.
10.  The engineer's phone number still must be typed in.  Engineers at central office do not
     share phone numbers.  If the entire regional office shares a phone number and extension,
     you can modifiy the permit.frm.  Please see NOTE #1.
11.  cc now includes RO (se note 5) and central office.  Per Laura Butler's request, cc does not
     include Laura Butler.  If regional offices need this then follow NOTE #1.
12.  Version includes new Title V conditions.
13.  The .0518 condition has been finalized.  Please propose changes to the condition in the
     permit review committee.  Alternatively, the .frm file can be changed.
14.  Italics problem in condition 3a has been fixed.
15.  Tables and margins are left in this version.  They line up better with newer and wider
     margins.  Table formatting is largely a matter of taste.
16.  Connie Wasburn (missing tab) problem fixed.
