A few years ago, a Maelstrom swept across the Shadowlands of Kansas City, devastating all within its wake. Much of what was a nearly commonplace existence as one of the residents of the local Hierarchical establishment was destroyed. Chaos ran rampant throughout the Necropolis. Small pockets of each of the factions sprang up across the Necropolis. Then came the Nephrack. During life, he was Rudolpho Giovanni; a fairly powerful vampire of note among the accursed Giovanni Clan. This being of evil wrought destruction and havoc throughout Kansas City and surrounding area within the Shadowlands. The only bastion against this being was the Citadel of Union Station, held strong by the Grim Legion and loyal members of the Hierarchy.
It's been a tumultuous time. The city is now divided up into three primary sections. The Heretics boast the largest controlled area, that being everything North of the I-70 Corridor. The Hierarchy controls most of Midtown and Kansas City, MO along with the I-70 Corridor. Interspersed throughout the city are cells of Renegade activity. Johnson County is uncontrolled by any of the three primary factions, as the Nephrack and its minions had been quite active in that area. However, as of late, it has been reported that the Nephrack that was Rudolpho Giovanni is no more. Something either destroyed it, or drove it into the Tempest. Now, Johnson County is over-run by Spectres and other nasties that seem to run amok in the area. Only by actions of the Hierarchy's Legions are they kept primarily in that area.
This chapter of the chronicle is called "Reconstructions And Betrayals" as the three primary factions wrestle for primary control of the Kansas City Necropolis. The primary way that this control is being attempted is via political maneuvering. The leaders of both the Hierarchy and the Heretics have been quite careful in their methods of expanding their regions of control. Both sides realize the value of controlling the city, and also the danger of outright war. The Renegades, on the other hand, continue their standard rhetoric of anarchy and rebellion. They constantly cause problems for both the Hierarchy and the Heretics.
Currently there is only one Citadel in Kansas City, Union Station. It is under Hierarchy control. It has been under Hierarchy control for the last 73 years. It seems unlikely that it will fall into the hands of others anytime soon.
This game will be a battle of many levels. The PC's will be fighting the standard war against their own shadow while dealing with the sweeping political turmoil in the Necropolis. This along with the ever-present fact that there is nearly an army of Oblivion-Spawn just to the SW of them, the Slavers that constantly travel throughout the Necropolis looking for easy prey, the Renegades and their "hit and run" tactics, and the Legionnaires patrolling the Hierarchy controlled area looking for those that break the Dictum Mortem and other unmentioned antagonists, will show the PC's the horror that is being a Wraith. Along with that is the constant undertone of something greater just out of reach and sight. Is it controlling the leaders of the Hierarchy and Heretics? Is it something from the Labyrinth? Is it just another trick of the PC's Shadow?
The primary events will be held at a neutral haunt controlled by both Hierarchy and Heretic groups. It is located in the only 'No-Man's Land' in the Necropolis. This area is inside the �downtown loop� that is comprised of I-70, I-670, I-35, and HWY-71. This will be the gathering location for the first few sessions. Later sessions may be hosted by either PC's or by NPC's and may be at other locations not listed here.
Much of what happens will depend on the PC's. The plots in play will move without the involvement of the PC's, but how they move will really depend on the actions of the PC's.
Standard Proxy rules apply if you wish to have your PC visit Kansas City. However, it should be noted that the possibility of PC Destruction is ever-present.
The Midnight Express arrives in Union Station twice a week, on Tuesday and Thursday. That is the only "safe" method of travel into or out of the KC Necropolis. The cost of a ticket starts at 10 Oboli.Using Argos to cross through via the Tempest. Standard dangers in the Tempest apply.
Going overland.
Entry through Johnson County is impossible due to the denizens of the Tempest that currently run amok there. If a PC wishes to travel into Johnson County, they must consult the Venue ST and play out a scene. (That Scene will be considered an automatic level 3 ST Warning scene, and PC destruction is quite likely.)
Entry via the I-70 Corridor or via SE Kansas City, MO is possible as long as the PC is allied with the Hierarchy. If the PC is known to be, or has a rep as a member, of any Renegade faction, they will be detained and probably enslaved.
Entry via North of the I-70 Corridor is much the same as through the Hierarchy territory. However, enslavement is not as likely to occur and the PC must be affiliated with some Heretic Cult.
If a PC is brought in from another game, and is currently under an ST plot/event from another town/game, they must have their ST contact the Venue ST to apprise him of the plot prior to coming to this game. If this is not done, and that PC brings the plot into play in this game, the PC will be removed from play and disciplinary action will be considered. This is also the policy in regards to unusual items and characters.
The XP award for Wraith PC's will be as follows: (Any XP award cannot exceed the limits set down in Prime 5.1 and the Revised US National Addendum) Characters may only earn XP in a month where they were active/vulnerable.A possible 2 xp for attending and participating in a game session. (Once per session)
A possible 1 xp for exceptional roleplaying at the discretion of the VLST (Once per Month) (Based on observation or recommendations from either players or Storytellers. This award will be granted at least once per session by the VLST or DST.)
A possible 1 xp for online play (via IRC or Email) (Once per month, Log or Report required.)
A possible 1 xp for downtime reports. (Twice per month)
A possible 1 xp for satisfactorily filling out an event review form (Once per session)
Any member that assists in playing an NPC for the Storyteller staff (including the ST Staff) will gain XP for their primary Wraith PC, even if the member is unable to play their primary Wraith PC. They may, if eligible, earn prestige for assisting the ST Staff.
No variation from suggested influence setup in Prime.
Players are recommended to fill out the background form, or turn in a written background prior to character creation.PC Concepts that are primarily combat-oriented may, at the discretion of the VLST, be denied entry into the game. Players are reminded that this game is a game of Social Interaction, political maneuvering, and horror. Not mindless destruction.
Players are recommended to not write up a Renegade character.
PC Membership in a Guild requires Mid-Approval at character creation.
Learning the "Rare" or "Out of Venue" lores requires more time than normal; 1 additional month for every level of the Lore.
Learning "Rare" or "Out of Venue" lores after level 2 precludes the character from interacting in the game while learning. Such intense learning in so short a time takes complete immersion in that society. Also learning these levels will be subject to VLST approval.
