Any players with characters in an undeveloped area or even merely stating that they reside in an undeveloped area should be in touch with the regional storytelling office. Any influence actions that affect an undeveloped area have to be run through the RST's office as well. Warning: Any of the above will involve characters in a potentially lethal situation. This does not include any character which is travelling through an area and working at keeping "below radar".
Why include "stating that they reside there?" Well, if Joe Vampire says he is a resident of Lawrence and does something to anger a neighboring Prince, some PC's would try to get a hold of the Prince of Lawrence to complain or maybe to find out if Joe Vampire actually lives there. But what if there isn't a actually a Prince, and the future chapter has decided something else? Basically, we need to not interact with the undeveloped area, nor create situations which will generate interaction.
The goal is to minimize the degreee that continuity affects undeveloped areas, so that when a chapter develops there, they have the freedom to develop their city's history in the manner that they need to. Occasionally, some tainting of continuity will be needed for other reasons, but the cost will be weighed by regional in those cases.
