Why? Extremely dangerous trips that need certain consistancy. They are not commonplace trips and there may be certain plots which will be drawn to the characters who do so.
First, some defintions:
Penumbra
This is the part of the Umbra that most Garou are familiar with, this is where they spend most of their time. For the most part the Penumbra is a spiritual reflection of the Real world, which makes it easy to describe to players. However, I recommend that storyteller detail what the Penumbra would be like in common locations that the Garou would spend in the Umbra.Near Umbra
There is little to no separation between the Penumbra and the Near Umbra, in fact transitioning from one to the next is more of a state of mind, and less of a state of geography. It is within the Near Umbra that you will find the Major Near Realms, such as Malfeas, Scar and Wolfhome. However there is a lot more within the Near Realm than that, such as Blights (Hellholes or Webs), Domains (such as the Tribal Homelands), Sub-Realms, Zones, Vistas, and Epiphs. Other than the exceptions that I will note below, all of these are great aspects of the Umbra for local Garou storytellers to introduce into their Games without need of approval or notification.
All of the Major Near Realms and Tribal Domains require Regional notification.
I would recommend consulting with the Tribal GSA before running a Quest to a Tribal Domain.
Any quest to Malfeas should require at least ANST-Shifters notification (if you consult the RA-Garou, he assures that he will check with the ANST-Garou before making any recommendations).
Any story line involving Erebus, Malfeas, Flux, or the Cyber Realm, should require RST approval.
The Umbra books makes reference to Anthelios (the Red Star), until this has been introduced (if ever) into our chronicle, please do not include or make any reference to it in your local game.
Any storyline that involves the Deep or Dark Umbra requires Regional notification.
