I have consulted with the ANST Garou and other national storytellers. Giving a permanent trait is an important mechanic - unless a game mechanic mentions such, consider it temporary. Keres gives a temporary trait.
I understand that the previous RST, Mike Metcalf approved some number of garou characters at NCRE4 to purchase Willpower at 2xp instead of 3xp if they succesfully used the rite in question. That needs to be removed. I require a list of any such characters from the storyteller for those characters - I will give an approval for a 5th experience point for those characters to allow the character to balance. Until they do so, that willpower should be taken out of play.
There may be other willpower that has been mistakingly permanently given by the Rite of Keres in this region - the storytellers for those characters should contact me. Those willpower traits should be taken out of play.
