Held during NCRE 7 (see).

IC Event Locations and Times:
The location is Lebanon Kansas. Please see the storytelling staff for particulars. The actual in-character date is the same as the actual dates. The two sessions occur Friday April 12th and Saturday April 13th.

Theme/Mood:
Desperation and mystery. Something is seriously wrong with the Quintessential flow, resulting in Odyllic spikes and troughs that occur spontaneously and without discernable pattern. Nobody has a clue as to why, but in the last few weeks at least they�ve been able to determine a rough guess at the epicenter. Magi and Psychics have been drawn to the IC site from all over the Region to investigate this wellspring of chaos.

Character restrictions:
For Magi or mortals with Numina, none; however, see Character Check-in Requirements. No cross-venue player characters (vampires, Garou, wraiths, etc.) will be allowed at this event, regardless of whether they have permanent cross-venue approval or not.

Proxy rules:
Due to the nature of the event and the limited support for proxied characters, proxies will be highly scruntized and only rarely accepted. Proxy requests must be submitted before and require both the Lead Venue Storyteller's approval the RST's approval.

Travel risks:
No signficant risks if reasonable precautions are taken in traveling. Any travel risks that exist once in play begins at NCRE will be handled by the storytelling staff.

As per current club supplement.

Character Check-in requirements:
Players must bring full character sheets signed and dated by their supervising storyteller. An XP log - both earned and spent - and verification of any and all necessary approvals should be included with this packet. Characters missing any of these elements may be immediately denied. Players of characters build on MC 9 or high should have verification of their MC available.

Bring two complete sets of the character sheet, earned and spent xp logs and item cards. Check-in staff will be keeping one set.

Item cards: Mid, High or Top approval related item cards must have their complete mechanics listed and be signed and dated by the appropriate approving storyteller.

Quintessence: Starting Quintessence will equal the Avatar rating, with an additional +1 as standard for Celestial Choristers. There will be no "pumping up" allowed before the event begins. Note that PCs will *not* generally have access to their Nodes for the duration of the event.

Items for Venue Lead Storyteller Approval: The following items require Lead Storyteller approval prior to checking the item in. Without that approval, the item cannot be played at NCRE.

NPC's and Plotlines: NPC's and Plotines which are not affliated with approved plotlines/plotkits running at the NCRE 7 Mage game must be approved by the Venue Lead Storyteller prior to entering play. Failure to do so will result in disciplinary action.

General Play Notes:
On-site vs Off-site: Players who are on the physical location of the gamesite, but yet off-site in terms of play represent a breakdown in the continuity of the game and will be limited as much as possible.

Any off-site location must be registered with the Venue Lead Storyteller (or someone he designates) before roleplay begins at that location. Failure to do so will result in the location being ruled as on-site.

Those events that have been designated as off-site from the main location in-play will be clearly marked on the schedule and the Storytellers will provide information during those scenes. In some cases, participating in these off-site events may limit your ability to participate in the regular venue that evening; Please ask a Floor Narrator for details.

Effects: Those effects which are designed to destroy the site, cause mass flight of the characters from the game, or that will tie up large areas of game play space with a combat will be moderated as follows: Effects based off of spheres will be carefully monitored by Floor Narrators in this regard, but will typically be allowed. Characters freely using such damaging power may expect swift and severe reprecussions. Mechanical effects causing mass damage or destruction (such as bombs, rockets, grenades, gasoline, arson, etc.) will not be allowed without Venue Lead Storyteller approval.

Optional Rules: All of the required optional rules by the current club supplement and also Fast-Casting and Dynamic Magic will be used. The optional rule Consensus Coicidence will not be used. The following optional rules are Venue Lead Storyteller discretion: Superhuman Ritual, Paradox Flaws, and Paradox Realms.

Narrator and Venue Lead Storyteller Empowerment in Mass Combat Scenes: Mass combat, because of it's easy opportunity to escalate into hours long RPS festivals which will tie up chracters will also be carefully monitored. Floor Narrators or the any Storyteller may pull a large (six or more person) combat off the main floor and into one of any number of side rooms. Furthermore, the Floor Narrators and the Venue Lead Storyteller are empowered to determine when and how other characters are allowed to enter such combats. If any players argue with any of the Floor Narrators or Venue Lead Storyteller, or otherwise disrupt the flow of combat rounds with idle discussion, that player can be disciplined by anything from stripping of XP to the god-striking of the PC as the narrator sees fit. The Venue Lead Venue Storyteller's main priority is to get through the entirety fo the game with as little time consuming serieses of challenges as possible and has little tolerance for disruption of game flow.

Style:
This is an event based more on personality and intelligent problem solving than on which PCs have the highest number of traits or nastiest Rotes. Free-form role-play and actively engaging others in the same will be heavily encouraged. Seeking inordinate numbers of tests, prolonging rules arguments, and/or triggering excessive combat with other PCs are behaviors that will interfere with the story we wish to create at the event, and therefore will be just as heavily discouraged.

Antagonists:
Spirits and Magi of all types may become embroiled in this event. Cross-venue antagonists are not anticipated.

Venue rules:
XP awarding is unaltered from Laws of Ascension, p121 with the exception of two xp per session. (Base 2xp per session, with additional xp for exceptional roleplaying, etc.) That means a base of 2xp for the Friday session and a base of 2xp for the Saturday session.

Visiting character/plot policy:
All characters are visiting, please see check-in requirements. NPC's, items, etc. associated with visiting plotlines must be approved by the Venue Lead Storyteller before entering play.

Storytelling Authority and Jurisdiction:
This game is run under the sanctioning authority of the NCRST. The Venue Lead Storyteller is loaned the full authority of the RST to make any and all storytelling decisions affecting this venue's event.

Since this is a Regional event, all challenges, "plotlines" and the like shall be conducted through the Regional staff. If there is any cross over on any other chronicle and its games due to plotlines, the local ST shall be contacted and kept informed of what is occurring and asked for input on the desired outcomes, as appropriate.

Appeals to any storytelling decision should be filed after the event to the NCRST, following the appeals procedure in the Tome. No appeals will be reviewed until April 19, 2002.
