Compensation for the evacuated families - Lahore
Lahore Development Authority (LDA) demolished a Christian
colony near Link Wahdat Road, Lahore in 1992 without a notice.
Plots measuring 81’sq.ft. (three Marlas) each were given
to the 24 affected families on the orders of Chief Minister in
1994. The families paid the price fixed by the government. The
LDA issued demand notice and maps of the plots. The possession
was not given to the families till 2006. Daily

Places of worship
Hussnain resident of Chak 348 Gojra occupied a Church
on August 12, 2006; he locked it and also dismantled
the cross in the Church. Ten years ago Khalil Ahmad father of
the accused had given 54’ sq.ft. for construction of Church,
but now his son wanted to get the piece of land back. A case was
registered and police was searching for the accused. Jehd-e-Haq

Church occupied - Kharan
District Coordination Officer had permitted the construction of
a Church and also allotted a piece of land for this purpose five
years ago at Kharan, Balochistan. However the local clerics stopped
the work. The local Christian Community had no place of worship

Community hall - Bahawalpur
The government of Punjab constructed Community Halls
in 1987. The Hindu minority in Chak No.138/D.B, Tehsil Yazman
District Bahawalpur got one Community Hall as well. The present
government reclaimed those halls for some activities. The said
Hindu community was facing problems because they used the halls
as a place of worship, marriage and funeral ceremonies. NCJP

Master Jamal-Faisalabad
Master Jamal a Christian resident of Samundari district
Faisalabad had two residential plots measuring - 28 Marlas (756
sq.ft.). Muhammad Arshad an ex - Nazim (former Mayor) occupied
that land. A case was registered on May 4, 2006 court
decided the case in favour of Master Jamal.
Arshad kept on threatening Jamal. The matter was taken to the
Panchayat (elders of locality) who decided that three Marlas
should be given to Arshed and the rest of the land can remain
with Jamal.

Christian families displaced from PAF Colony
Daily the Nation Islamabad reported a clash between
Christian and Muslim youth of two communities resulted in eviction
of dozens of Christian families from residential colony of Pakistan
Air Force (PAF) headquarters. Dozens of Christian young men
were arrested and humiliated.The reason was an alleged attack
by a few Muslim youth on the Christians. The Christians reported
that it was a group of servants who misbehaved and when few
passers by halted them they attacked them with iron rods. Shabnam
and Alina, two orphan sisters, domestic workers living in the
servant quarters told that the commandos of Air Force evicted
them on June 16, 2006 after the incident.
The community held a protest rally from PAF Headquarters to
district courts. Secret police of the Force and commandos kept
men and boys in their custody for several days where they were
tortured and humiliated.Later they loaded several Christian
families in trucks and left them out of Islamabad. A number

Karachi evictions:
In Lyari Town of Karachi an old compound for Hindu
community was constructed in 1901, housing more than 100 Hindu
families. This compound was alloted to Hindus by the government
of Sindh under the Evacuee Property act 1957.
With the help of Baghdadi police Kakari ground, Lyari Town,
the land grabbers forcibly evicted residents of this compound,
only 35 families were left there. Muslim extremists and Baghdadi
police had also forced the Hindu residents to sign a document,
transferring the land to the land grabbers for a small sum.The
Police allowed the Muslims to slaughter cows inside the compound
to provoke Hindu religion and to scare the community away.
The police transformed a temple into a Mosque. Whenever there
is a Hindu religious ceremony (in side the compound) the Muslim
extremists throw stones and filth to stop the function. The
police did not intervene to stop these acts.
Some Hindu girls in the compound had been raped and police refused
to register case. In April 2006 a Hindu girl was abducted
and allegedly raped by a Muslim named Javed Qasai. Instead of
arresting the police forced the victim’s family to compromise.

The graveyard
In Tando Muhammad Khan people came to know that someone
had marked the land of graveyard for residential plots. They came
to know that Naib Nazim of Union Council (3) Kamal Ahmad was involved.
The District Nazim, Mir Inayat Ali Khan was approached with
an application signed by 75 individuals of the area, on February
10, 2006. The people met District Nazim in a delegation
and told him about the situation. He assured them that the graveyard
land will not be grabbed.
People collected money and submitted an application to the concerned
authorities for permission to build boundary walls.
The department assigned to protect Land and infrastructures for
the communities have been generally negligent and a pathetic towards
their responsibilities. In some cases these departments connived
with the land grabbers making the minority communities helpless.
Maintaining and guarding the respective grave yards became their
responsibility. A proactive role of the government department
in protecting the grave yards, individual properties and minority
place of worship was absolutely missing. On the contrary, there
was a dismal response to their complaints where they tried toward
off the criminals and land grabbers. NCJP

Recommendations:
Land Grabbing and Evictions:
1. Protection of Communal Properties Ordinance 2002
should be discussed and tabled in the parliament for enactment.
Moreover its implementation in letter and spirit must be ensured
so that it does not become a nuisance. Each case of land grabbing
of communal property must be properly dealt and punished in
accordance with law.
2. We urge the government to consider allotment
of land, for housing and agriculture to all members of religious
minorities through affirmative actions.
