The letter also complained about Church based and civil society organizations, having vast experience in education being ignored in the review of the curriculum and policy process.

The Ministry of Education (curriculum) wrote back to the Archbishop Lawrence J Suldanha, which basically disowned the White paper saying that it was only an ‘intellectual exercise’ and that policy regarding Islamic Studies and Ethics will remain. The letter gave no hope latter as to ridding the syllabus from religious biases.

Discrimination in Public school
The Assistant Education Officer Faisalabad issued reminder on March 16, 2006 to the management of two schools at Faisalabad that the word “Qadiani” must be written on the school’s display boards. The Provincial Education Department – Punjab reportedly initiated this grotesque order in 2003 on behest of a religious extremist group and the Home department.The order titled ‘letter received from Maulvi Faqir Mohammad’ was sent by registered post No. 076, dated 16-03-06. Right to education – Bahawalpur
Children of Hindu Community in Chak # 18 B - C at District Bahawalpur were deprived of the basic right of education. In 1992 Government of Punjab allocated the budget for the construction of a primary school. The school was constructed but it was not functioning due to lack of the staff. A part of the building was used by the local land lords for keeping cattle and their fodder. More over there is no graveyard for the Hindu community. Therefore they had to travel long distance for the funerals.                                                                                                                            NCJP report
Civic amenities
Chenab Nagar, originally called Rabwa and mainly Ahmadi Town became dirty; due to broken sewage system dirty water had spread in the streets. The locals had reported the matter to Tehsil Municipal Administration several times but the authorities did not take notice. Protest at Chaman
Women belonging to minority community staged a protest at Chaman against the district management for closing down NADRA (National Documentation and Registration Authority) office for some weeks. They also demanded that documenting the women belonging to minority community should be allowed / facilitated in due process.                   Monthly Jehd-e-Haq November, 2006

Harassment through police and false cases
On April 30, 2006 Ishtiaq Masih and his family was severely beaten by Sheikh Mustafa and his accomplices at Bandar Colony, Faisalabad.Sheikh Mustafa ran business rent a motorbike. A dispute began between Ishtiaq Masih and Sheikh Mustafa on the rent of a motorbike. Sheikh Mustafa registered a case against Ishtiaq and his three brothers under Section 107/151, PPC, concerning illegal assembly with intention of riot and refusing to disperse.

Police arrested Ishtiaq and his three brothers, Shams, Irshad and Tariq who were released on bail two days later. On May 3, 2006 with the intervention of Chaudhry Mian Imran a local influential, a compromise was brokered between the parties.                                                       NCJP report

Physical violence – Toba Tek Singh
On May 14, 2006 Izhaq Masih and his family was beaten severely by his neighbor Muhammad Saiful-Rehman and family.After a hot exchange between wives of Izhaq and Saif. Saif and his relatives interfered. They reportedly tortured the women of Izhaq’s family and tored their cloths, Izhaq’s son was also subjected to a sever beating who fell unconscious.

In order to file a case Saif injured himself, got a medical report from Civil hospital and registered an FIR claiming that Izhaq and his family had tortured him and his family. Police did not take any action on the medical report of Izhaq. His position was weak because no legal process started on his complaint.Nazim of the village tried to make a peace between the parties but other Muslims of the village refused. They asked Izhaq to pay compensation and then leave the village. Nazim was trying for a compromise till this report.                                                                     NCJP report

Singer A. Nayyar forced to recite Kalma
On February 16, 2006 A. Nayyar a Christian playback singer, was robbed, beaten and forced to recite Kalma (Islamic proclamation of faith) by five or six unidentified persons. He was so distressed that he refused to report to the police. However, his wife lodged a formal complaint against the unknown culprits.                                                                        Daily Times February 21, 2006
