The Norwegian Final was held at the NRK TV Studios in Oslo on February 25th, hosted by Ivar Dyrhaug. The winning song was chosen by the votes of 12 regional juries.

Jahn Teigen had previously represented Norway in 1978 and 1982 as well as taking part in the Norwegian Finals of 1974, 1975, 1976 and 1980. At the Eurovision he came equal 9th.
