The Norwegian Final was held on February 10th at the NRK TV Studios in Oslo, hosted by Egil Teige. The winning song was chosen by a jury of 9 "experts" which included Kirsti Sparboe who had represented Norway in 1965, 1967 and 1969.

Anita Skorgan had already represented Norway in 1977. She also came 3rd in the 1976 Norwegian Final and 8th in 1978. At the Eurovision, she came 11th. Hanne Krogh represented Norway in 1971.
