Now, let's begin to take a look at those levels. First we need a little background. The National Reporting System or NRS is the federal - state agency which basically establishes guidelines and accountability for adult education programs nationwide. Much of the following information is taken from their manual. Note: The first four ABE levels are commonly referred to as Pre - GED levels. Level 1 - Beginning ABE Literacy - grade level 0 - 1.9. Description: *Individual has no reading or counting skills in any language, or has minimal skills, such as the ability to read and write own name or simple isolated words. *Taken from NRS Entrance Levels-Literacy. In other words the range of this adult is non-reader to end of first grade reading and math skills.  Adults in this group basically have zero educational skills.
