Right-click on any toolbar and choose "Customize". In the "Modifiers" Category, select "Taper". Drag the button to the bar you'd like it on, and you're done. You'll need to save your Custom UI in order for the change to stick. This won't, however, create a "floater" for Taper, it will still put it in the command panel. A custom MAXScript would need to be written to do that.
