A LOT of people (over 200)... one word ... compositing. I rendered the crowds out in layers, then composited them together in Premier. I think this is the best way to go - but depends on a lot. If you're machine can handle it - THROW 'EM ALL IN!!!!! As far as animation, I actually made several max scenes with one person doing different things. I actually had to take several steps afterward, but just because I was dealing with A LOT of people (and this was a rush job). But for 20 or so people, after you get them doing what you want them to do in their max scenes, just x-ref them into your "main" scene, and place them where you want them, duplicate 'em whatever. Doing it this way if you need to go in a tweak their animations, you only have to change the one in the original max scene and the others will update automatically!!! If I've made no sense whatsoever, I'll be happy to draw a diagram.
