I am delighted and honour that I have to speak this welcome speech to this e-Learning (Web-Based Training) course. As you have already known it is one of human resource development courses sponsored by ITU-BDT. In the past decade Internet development burst out and through which People can do a lot of jobs without moving from their residence or work. The word tele- slowly and indistinetly changes to e. e-Government, e-Learning, e-Business, e-Education and e-Health are some outcomes of the internet. In manking society, people can involve on discussion through internet on such away as e-Government and e-Education.
This e-Learning course is for web-based Training and Trainee shall also considered how they have to teach others their course through web. Basically trainer prepared his course when he was not in duty. Then Post it to listserver, but trainee should study their course. His understanding, view, also respond back to the listserver again. Trainer have ability to guess his trainee ability and knowledge through the web. I think ITU-BDT well prepared for the course and the rest is on trainee site.
In this training course, there are 5 candidates from Myanmar have been attend and they posted two web-based course. One is C++ programming and the other is frequency allocation procedure. Expert around the world say the same thing that Internet and mobile are mostly developed communication system. But computer hardware and software fundamentally support this development. C++ programming course will support better understanding about how computer software is working. On the other side, telecommunication development come with the use of radio frequency. Myanmar as ITU member state shall have duty to protect mutual interference nationally and internationally. The later course with help you to know procedure for requesting and assigning radio frequency.
In conclusion all trainee attending web-based training course can contribute to their duties. They all have to get their physical and moral will and finished their work smoothly.
