HTML is not the only language that web developers use to develop web pages. HTML is increasingly being replaced by other web development languages e.g. XHTML. In many cases the accessibility features of these languages are greatly improved to those available in HTML. This is because these are relatively new languages compare to HTML and awareness of Web Accessibility for people with various disabilities has greatly improved since HTML was originally created. Unlike HTML many of these languages have been built with accessibility in mind from the very beginning.
