Mount Vernon Farms Civic Association Meeting

 

Meeting called to order by Don Hamlin on Tuesday June 20th, 2000 at 7:20 p.m. at Woodley Hills Elementary School - 8718 Old Mount Vernon Road.

Elections: The Mount Vernon Farms Civic Association will be holding their annual elections. Nominations will be accepted from the floor. [Held until the end of the meeting]

OLD BUSINESS:

Old Mount Vernon Rd. / Mount Vernon Highway Redesign (Y intersection): The no left turn sign was taken down by VDOT but somehow another one was put up. Rose Lambert has been advised by VDOT that the new one will come down. The redesign of this intersection is on hold by the County’s Department of Public Works due to lack of agreement by various citizen groups. Also, Rose Lambert reported that according to staff substantial right-of-way would be required if the intersection were to be properly reconstructed and this would not fall under the "spot improvement" program.

Parkside of Mount Vernon: The MVCCA has passed a resolution to remove the traffic diverter at main entrance to Parkside at Route One. According to County Transportation Staff, the rationale for the diverter was that the future plan includes a concrete median on Route One. The county feels that if they remove the diverter the residents will get used to entering the subdivision through the main entrance instead of using Central Ave. The suicide lane on Route One allows people to go both directions and turn in to the diverter which sends mixed signals to drivers and could jeopardize safety. VDOT needs to determine if Central Avenue meets the warrants for a traffic light . Don Hamlin said that the people living in Parkside and the Summerville Assisted Living facility want the diverter removed. The Mount Vernon Council’s Transportation Committee has prepared a resolution to have the diverter removed. Rose Lambert recommended to the Acting Chair of the Transportation Committee that the MVCCA Transportation Committee invite Kathy Ichter and Chuck Almquist to the Transportation meeting to discuss alternatives to help correct the problems created by the diverter and when the traffic light at Central could be expected.

Also, a playground is being built in the County Park on Central Ave. none of the new homeowners at Parkside, Ryan Homes, or the MVFCA knew about this. We are trying to gather background information on this project. Rose Lambert will research the details of the new tot lot being built in the County park . Kris Amundson had been concerned about this but seems to have resolved her issues.

Colonial Avenue to Woodley Hills School Sidewalk: Near Completion

Paving of Colonial -- County staff is working on responsible parties for repaving the upper end of Colonial (towards Old Mount Vernon Road.

Other Planned Sidewalks are underway. [Mount Vernon Highway in front of Seven/11 and South almost to new houses.]

Central Ave: Some preliminary work has recently begun on this road.

[Rose Lambert has talked to Andy Somerville and he has stated that he will pave Central up to the Storm water retention pond within 30 days -- July 21, 2000.]

(At this writing, Central Avenue has been repaved.)

Proposed Development of Dawson Property on Nalls Rd.: The public hearing for this project before the Planning Commission will be held June 28th at 8 p.m. This development of 10 cluster homes, in the $500k range, is being proposed for the property at the western end of Nalls Rd. (Nalls Rd. is directly across from Mt. Vernon High School). [Staff reports were distributed. There is a problem with some properties that could be left with two front yards. The builder will put in a spite strip to help alleviate the problems. This development is cluster homes. Four houses will be entered to from Nails, and 6 will have an entrance off Gibb Street.]

South County Center: This project has been approved by the Fairfax County Board of Supervisors but the transportation issues are still being worked out.

[Rose also recommended that this item be discussed at the Transportation Committee meeting when Department of Transportation Staff were invited to their meeting. The next meeting of the MVCCA Transportation Committee will be held on July 3, 2000. They will be discussing the South County Center and other issues around the Mount Vernon District. All committee meetings of the Mount Vernon Council are open to the public.

Committee Reports:

Transportation – Don Hamlin – Overpass by Thieves Market where Buckman Road meets Route One has been proposed as a Comprehensive Plan Change and is currently being prepared by staff for public hearing.

Mount Vernon Bypass – Wait till more information comes out. It will be brought up on July 3rd in the meeting. The Deputy Director of Mount Vernon will be speaking about this road improvement.

Planning and Zoning – Charles Becherer – Dawson went through P&Z and will now go to Planning Commission. Nothing on the church at Rib Rack, the Mt. Vernon Chamber spoke against it. ( ??Would not have parking would be funded by Methodist church. ??) SCC was approved in the Lee District. Rezoning to C-3 on June 1, 2000 at the Planning and zoning meeting. Dean Norton brought up the fact that the Mount Vernon P&Z had voted to postpone the hearing on the SCC until they could review the plans. Rose Lambert pointed out that the Council’s request to defer was brought up as a motion by Supervisor Hyland, but died for lack of a second.

Discussion about the website. Rose Lambert voiced concerns about how the association will control what goes on the website. Motion was entered to have the website and seconded. Rose Lambert amended the motion to include that if two of three officers (Treasurer, Vice President, and President) approve the material before it goes on website. Two motions were on the table –. Motion changed to if two of the four officers on the Board disapprove the article within 72 hours then it will not go on the website.

Final Motion - Material to be entered on the Website will be emailed to the officers -Treasurer, Vice President, President - if two out of the three disapprove it by returning an e-mail within 72 hours stating their disapproval then the material will not go on the website. Motion seconded. Vote - 17 for, 2 against, 2 abstaining.

Motion – The Mount Vernon Farms Civic Association will have a website. Motion seconded. Vote – 21 for, 0 against, and 2 abstaining.)

Treasurer report – $419.53 before meeting. $60.00 in dues. Brings the balance to $479.53. Rose Lambert turned the books over to Dean Norton and said that the bank was charging $7.00 a month for when our balance went below $500.00. Dean will look into this and see if non-profits should be receiving special exceptions for the fee.
