Mount Vernon Farms Civic Association Meeting
Meeting called to order by Rose Lambert on Tuesday February 27, 2001 at 7:00 p.m. at Woodley Hills Elementary School - 8718 Old Mount Vernon Road.
The President - Rose Lambert - requested that everyone sign the attendance sheets on the tables and supply email addresses so that we could contact them quickly if a need arose.

Agenda:
Approval of the Minutes Motion Meeting minutes approved as presented Dick Noble motioned Dean Norton Seconded. Approved minutes as presented.
Presidents remarks Dues are being collected $10.00 per household. Discussed handout of the Budget as of 02/26/01. Presented Map, which shows the percent increase in the assessed value of real estate by neighborhood and streets. Discussed cable complaints, which has prompted the supervisors to allow open door to competitive providers (in the Weekly agenda). Toddy Puller sent information on Electric companies in Virginia and how they compare to California.
Colonial Avenue Swale for new homes will be built. County has refused to release bond but builder ways he will not overlay road they say they patched it sufficiently. Mr. Hyland has written a letter and asked the Builder to repave (copy was given to VDOT representative at the Meeting.)
Committee reports will be held to the end due to speakers present.

The Transportation committee keeps track of activities in Mount Vernon and makes resolutions on issues. They put forward the resolutions and use them a reference to future issues. Represent citizens of the Mount Vernon District. They work with Mr. Hyland, VDOT, and maintenance. They send nominations for resurfacing. Work on the Route one study. Metro down Route One. Parking issues. Traffic and pedestrian safety. Speeding. Pedestrian sidewalks.

Contractor road cuts have been a serious problem with the roads. The contractors have not been repairing the roads in a proper manner so VDOT is trying to change the permit process.
Transportation also deals with aircraft noise 55% of Northwest Airlines are noisy stage two planes!
Huntington Avenue is 25 miles an hour and will be strictly enforced with $200.00 fines.
Steve Satterwhite is the contact for maintenance sidewalk, curb and repairs; He evaluates roads in this area and then sends a list to the committee. VDOT determines the need and then bids go out in January paving occurs in April to December 1. Then the process begins again.

Maintenance program for Fairfax County. Fairfax receives 33-35 million per year; 10-15 million is used for resurface, 5-6 million for sidewalks-curb-gutter, 1-2 million for large pipes-sewer-mowing-tree trimming-potholes. Steve Satterwhite is the Maintenance Supervisor he has 15 employees for area goal of sidewalk, curb and gutter as needed basis. Criteria cracking unevenness, undermining, neighborhoods 40-50 years old is 80% need replace they replace all neighborhood so that it looks the same. Bring up older communities with new sidewalks, curbs and gutter 2-3 years later new roads are put in. Example: Fort Hunt Road had all curbs replaced to keep it consistent. Mount Vernon area is older so they tried to concentrate funds here to improve the area (rehabilitate) roads. 15 % of roads in the county are replaced per year. Snow removal is separate budget. Central Statewide fund.
Chris Wells, Fairfax County Dept of Transportation
The Countys role in the process of road maintenance was explained. Three departments are in the county Transportation Department.
99% of the roads in the county are built by VDOT. FFAX Dept of Transportation work as liaison for County citizens to VDOT. Roadways in county are grouped into Highway, Primary, and secondary. The department deals with hazards, transportation advisory, and spot improvements turn lanes, sidewalk links that are missing.
The operational division deals in residential traffic calming. Woodley drive has kids driving fast to and from school so the Mt. Zephyr Civic Association has requested traffic calming. Doug Hansen is the lead on traffic calming. Woodly Drive meets the criteria for traffic calming. The criteria for traffic calming is a street with more than 600 cars per day and speed limit of 25 miles per hour being exceeded by at least 5 mph. Woodly Drive is split by two civic associations so they need everyone on the street to agree on the method used for traffic calming. The county has determined that speed humps would be the most effective.
