Mount Vernon Farms Civic Association Meeting
Meeting called to order by Rose Lambert on Tuesday September 26, 2000 at 7:00 p.m. at Woodley Hills Elementary School - 8718 Old Mount Vernon Road.
The President - Rose Lambert - requested that everyone sign the attendance sheets on the tables and supply email addresses so that we could contact them quickly if a need arose.
Discussion about the website. Whether to put names addresses and phone numbers on site. If people give us there email and address to put on we will post them. We will create a password for the pages on the site that have the personal information.
Agenda:
Approval of the Minutes Motion approved to dispense reading of minutes.
Dean Norton Treasurer Report over $400 dollars in the bank. In process of switching banks. Rose and Dean will meet and discuss the treasury.
Presidents report Dues increase to $10.00 to allow for flyers to be mailed to citizens that are members of the association. The association sent letters to Andy Sommerville, Larry Ichter, and the ISA School for being so responsive to the surrounding community. Marilyn Dee, President of the Mt Zephyr Civic Association, was introduced as an invited guest of our civic in accordance with the MVFCA Boards wishes to invite neighboring association presidents to our meetings.
Discussed establishing a Mount Vernon Farms Civic Association Directory and include in it a List of Communities residing with its boundaries. Some discussion of the flyer having the main topics in bold or bullets to make them stand out to the reader. Rose will work on Membership roster. Need email addresses and full addresses to mail the flyers.
Motion made and seconded to increase dues to $10.00 for the civic association year 2000-2001 (September through August.) Motion carried: 23 for, 2 against. Dues increase to $10.00 will take effect immediately.

Events and Developments in area Rose brought members up to date on projects discussed at recent MVFCA Board Meetings or those occurring nearby:
Lou Genuario through Wesley Housing -- had come to the board to discuss a handicap residential facility on Central Avenue. This would be a special use that would require special zoning due to staff and parking requirements. The board recommended that he find a better location. He agreed and is looking for a new location that is in a business district rather that in a residential neighborhood.
Mt Vernon Seafood Property reported to be under contract to a broker. Being considered are a Krispy Crème or a Drive through drug store.
Landmark Communities Radford Avenue location Proposed are 39 zero lot line homes that would replace the pawnshop and almost-a-bank. Zero lot line homes are single-family detached homes that take up most of the lot and are spaced close together.
Colonial Avenue - Jade Development has been told to pave the upper portion of Colonial by VDOT if they wish to have bond released. The builder is refusing to proceed and VDOT must use bond funds to pave Colonial. Currently, VDOT is dealing with Jades bonding agent about this matter. It is likely to take time to get the work done. A member requested that VDOT be invited to a future meeting to discuss the process and to explain why some streets receive replacement curb and sidewalk when wear and tear was not evident on their sections.
County wide Matters
Rose informed the group that neighborhoods could take advantage of a recently approved ordinance change which permitted new restricted parking districts to prohibit parking of boats, trailers, RVs and motor homes on residential streets. This was NOT mandatory and would be available based on neighborhood preference. Petitions would be required, 75% of residents would need to support it, a $10 fee per resident paid to the County and a Public Hearing would be necessary.
Infill Development Study Meeting notes were distributed about the meeting.
Program Community Improvement and Storm Water Drainage Issues
Rose introduced Suzanne Sotirchos from the Community Improvement Program. Material about the program was distributed. Website link to county page available for those interested in the program. Mount Vernon Hills, a neighborhood in MVFCAs boundaries, had begun the process and now needed funding to proceed to design phase. Mount Vernon Manor is presently in construction stage. Waiting list Fairview, Hollin Hall, Mount Vernon Woods, Woodlawn Manor.
Discussion Projects were moving forward because the Program was lacking funds. The Board of Supervisors chose not to design projects until construction funds were available. There is a long waiting list for this program. The last time the Program was funded was in 1989 when Fairfax County issued a bond for this purpose. This would need to happen again. It was suggested that a countywide effort be mounted to convince the BOS to go forward with a Bond Referendum solely for Community Improvement Program. A motion was proposed and seconded that MVFCA send a letter to the Board of Supervisors indicating its support for Mount Vernon Hills Community Improvement and that the Board consider a Bond Referendum to generate funds for this valuable program. Motion carried unanimously. It was further suggested that this matter be taken to the Mount Vernon Council for further action.
Next, Jim Cole (703 934-2860) from Planning And Design For Storm Water Management spoke. He discussed some possible alternatives to help alleviate yard flooding on low lying flat lands. Berms might be constructed around house to force water away. Under drains might be located in paricularly low areas. Questions were raised about the Central Avenue water detention facility. Rose said she would research the answers. [follow-up information provided to secretary .] Mr. Cole distributed booklets on the subject prepared by Fairfax County Water And Soil Management.
Rose prepared membership cards which were given to those paying their dues. Roy Van Slyke suggested that the cards be used for voting at future meetings.
There was a discussion about the Rent a wreck at Pear Tree Village. Rent a wreck is operating against zoning restrictions. They are trying for special use permit right by McDonalds. Planning and zoning said they have been in noncompliance looking for and must stop operations at that location. The SFDC and the landlord are working with the company they need the tenant due to low occupancy rate (63%). The County and the Landlord are working out an agreement that will allow them to stay at that location.
Mount Vernon Circle The Estate is seeking to increase parking for visitors whose length of stay has increased due to the variety of new and extended programs. The Park Service wants traffic away from circle and to move it north. An environmental impact study which would include public input would need to be done. They are still in the planning stages so no real information is out yet. The Wessyngton community is against any change in the traffic pattern that would effect them. Park Service wants the road to avoid the pedestrian walkway and ensure greater safety. Watch for more information on this project in the coming months.
Motion to support Landmark communities Landmark communities on RADFORD Ave Zero lot line homes. Motion to support the project was made by Charlie Becherer and seconded by Cher Terry, Charlie reminded people that the land is C8 and commercial development can be put on the property by right and this residential community would be a better use than a commercial building. Motion carried.
Although no motion was made, general consensus was to support Rent a Wreck with the provision that cars NOT be parked in service drive.
Vernon Heights Park sign on Central Avenue was reported missing. Rose will research this matter.

refurbishing. It will be replaced within the next two weeks.]
Educational committee - Eunice Theobolds: Dr. Calanthia Tucker is new cluster head. She describednew programs. Eunice has detail for interested parties. Audit of budget process of Fairfax County schools and evaluate process dollars, etc was recommended but people felt that is would be duplicating a process that is already in place.
Planning and Zoning Charlie no new subdivisions or proposals in the MVFCA area. Parkway Route One. Future Farmers property is being developed. Question raised as to why one small house was left standing. Rose will look into this.

Mount Vernon Post Office will it be new? Where will it be? Rose will look into this.
[subsequent to meeting: Calls made to Mount Vernon and Post Office
indicate that the post office will be rebuilt on or near site of trailer.
There was a lack of certainty about its location but we were told that
it would NOT return to its original location.]
Discussion ensued about New Developments and provision for infrastructure requirements, particularly the affect on schools. The community is interested in learning how the county determines where schools are needed and where children attend. This topic was proposed for a future meeting.
