It's Setsuna, the main character of the manga/OAV Angel Sanctuary. It's a guy, although he *is* albit a lil' girly-looking. Kira's actually my favorite AS character so far, but Setsuna is cute too. ^_^ I was going for the *sexy/pouty* look here, but instead he looks like he has a headache....n.n! I have many, MANY nitpicks with this one.
