One idea kicking around for China, to end the squabbling between Taiwan, Tibet, the mainland and other regions (like Xinjiang that is currently, essentially, waging a low level civil war) is to create a federated chinese republic where local regions have a high level or autonomy, but there is a central government that all the different regions take part in.
I had heard about this idea, and happened to come across the actual document for a proposed constitution for this Federated Chinese Republic. I am putting it up without any real comment except that at first glance it seems like a good idea.
There are two parts. One is a discusion called Federal System: From Fantasy to Blueprint and the other is the entire draft of the proposed constitution.
