Served in U.S. Navy-Corpsman 2nd class, Naval Hospital Corps, 1951-55; Lieutenant, 1959-63; U.S. Naval Reserve 1963-71; presently Lieutenant Commander (retired). | Positions on the Issues During the years I have served in the Maryland Legislature, I am proud of my record which shows me to be: A fiscal conservative who has voted for tax cuts and less government spending A supporter of economic growth which balances the needs of industry and the environment to generate jobs for our citizens and a better quality of life for all Marylanders A supporter of education including increased funding for school construction A supporter of efforts to preserve agriculture, agri-business and the family farm An opponent of legislation which compromises quality of health care for cost containment goals A supporter of tough laws against juvenile and adult criminals including those ingaged in the drug trade, with stiffer parole and probations policies An advocate of protecting property rights of people from unreasonable government takings. |

| A Message to My Constituents Serving the citizens of Carroll and Frederick counties has been an interesting and challenging experience. During this time I served on the House Environmental Matters Committee form 1987 to 2002. The issues of concern for this committee included environmental and natural resources including hunting and fishing, utilities, and all health-related legislation. Obviously, with this broad spectrum of interests, it has been an intense learning experience which is ever changing and complex in its substance. I think over time I have mastered the intricacies of this legislation and made important contributions to the Committee work product. Currently, I am serving as a member of the Health and Government Operations Committee and a member of the three Sub- Committees: Health Facilities; Equipment and Products; Health Insurance; and Long-Term Care. The District which I represent includes a number of municipalities including Taneytown, Union Bridge, New Windsor and Mount Airy. I have worked with the individual towns and also through the Municipal League to support legislation favorable to the town residents. This has included support for local schools, recreational facilities, water/sewage upgrades and transportation projects. Most of my District encompasses rural Maryland where I have been an advocate for the farming community throughout my legislative life. Legislation of interest to farmers comes through the Environmental Matters Committee where I worked closely with the Farm Bureau to assure that the farmer's position was appropriately considered. I feel strongly that Maryland should support legislative initiatives which promote economic growth. My efforts in this direction have been acknowledged by Maryland Business For Responsive Government, the National Federation of Independent Business and the Maryland Chamber of Commerce. It is important that as we recognize the concerns of business, that these actions are balanced by the need to protect the environment. At times the balance can be difficult, but I have worked to achieve that goal. Central to my duties as a Legislator is the response extended to constituents who make inquiries to my office. I have tried my best to address all constituent requests in a thorough and timely manner. As I continue my work now and in the remaining three years of this term of office, I pledge to listen and make sure your views are represented in the General Assembly.
