Mountain States Horse Rescue has been a non-profit 501(c)3 organization registered in Fort Collins, Colorado under the name International Phoenix Foundation, Inc., since 1989.

Tracy Johnson founded MSHR&R after saving a quarter horse mare that had been abandoned in a family separation. Since then, we at MSHR&R have dedicated ourselves to trying to meet the needs of animals in crisis and share them with children.

We have formed partnerships and working associations with other organizations designed to provide assistance to animals and people with special needs.

MSHR&R will continue to be funded and operated exclusively by our members. All members are encouraged to attend our monthly Board of Directors meetings to participate in the decision-making process.
