1. Background of the Project

Population of Muslims is increasing in Japan year-by-year. Many of them have married with Japanese nationals and thus have become permanent residents of Japan. But, still a huge population of Muslims is staying in Japan for few years. A man can die any time and a space for his burial must be available in the place of his residency. In Japan, burying the dead bodies was common but they stopped this practice many years ago. Today, a special permission is required to for burial. Only few graveyards have this permission.

Japan Muslims Association is having the Muslims Graveyard in the Yamanashi prefecture and they sell the piece of land for burial for about 1 million (100 maan) yen. Just close to that facility another facility was made available, a few years ago, by the efforts of a committee, and a small piece of land was purchased inside a Buddhist graveyard in the ENZAN town of the Yamanashi Prefecture. This small piece was thought to be good for the burial of 20 persons. Till April 2005, about 28 Muslims have been buried in it and there is no more space to bury a Muslim in it. Last year, a temporary arrangement with the ENZEN Budhist Graveyard administration has been settled that now whenever a muslim’s body will be brought for burial an agreed upon amount per grave will be paid to them. So, technically speaking we are not having any Muslims Graveyard in Japan. By the term “Muslims Graveyard” we mean that a place that has been bought by muslims and then donated (waqf) for the muslim community for their use. Let’s work for this project and contribute in “sadqa-e-jariya”. We Muslims must gather our resources to provide a bigger space having better facilities?

2. Yasato Muslims Graveyard Project (YMGP) Proposal

Yasato Town is located in the Ibaraki prefecture and it takes about 30 minutes to reach there from the Tsukuba Mosque. The nearest highway exit to Yasato Town is Ishioka on Joban Highway.

3. Procedure for burial

One will have to get the

(a)     Death certificate from a hospital,

(b)     Submit the death certificate along with the “Application for Permission of Burial” to the City Office of the deceased, and

(c)     Submit the “Permission for burial” to the Muslims Graveyard Manger for official record.

That is all and it is in accordance with the Japanese Laws. No doubt that one has to observe the country’s laws.

    For ‘ghusl (last bath)’ and ‘salat-e-janaza’, one can use Tsukuba Mosque (a free big Car Parking facility is available), and then the dead body can be taken for burial to the proposed site of the graveyard.

4. Area of the site

Proposal ‘A’: About 450 plots (kukaku) of 3.3 m2

Proposal ‘B’: About 148 plots (kukaku) of 3.3 m2

 

5. How many graves can be made?

The project was originally prepared by the Executive Committee 2003-04 of the Tsukuba Muslims Residents Association (TSUMRA)/Tsukuba Mosque. Two proposals were submitted to the Saudi Arabian Embassy, as detailed below:

Proposal ‘A’: More than 500 graves

Proposal ‘B’: More than 150 graves

His Excellency the Ambassador of the Saudi Arabia, Sheikh Wali, visited the proposed site on Feb. 13, 2004.

 

6. Cost of the Project

Proposal ‘A’: JY 70,000,000 (7,000 万円)

Proposal ‘B’: 148 plots @ 15万円    = 2,200万円

                     After further discount     = 2,000万円    

                        Construction of facilities =   750万円

                        ---------------------------------------------------

                        Total for Proposal ‘B’   = 2,750万円

Construction of facilities includes a boundary wall, drainage pipe facility and construction of Public Toilets.
