Check out SamSpade the ALL PURPOSE utility for traceroutes, pings, whois, nslookups, ALL that shit! You can go to this site and d/l the program too! SamSpade is the shiiiiiyyyaaattt!!
Traceroute.org is another bangin ass techie site! You can go into the public routers on every major backbone, and run traceroutes, to see who owns IPs, where IP's are coming from, what piers they cross thru, etc. It also gives AS numbers of ISP's. Great tool, if you know how to use it....
