use the ditributive property                         -3(y+3)=2y+3
   and thats what ya get                               -3y+-9 =2y+3
    then subtract the 2 and add                       +2y      -2y 
          it to the otherside                             -1y+ -9 =+3
 then add the -9 to the other side             +9   +9       next divide by -1                                                -1y= 12
then your anwser is                                              y=-12
To solve an equation that states the slope and a point you must do the folowing:
  Slope = 3  and the line goes through the point  (2,9)
to put it in y= mx+b form you alreday know the m is 3
because the m is slope and the problem states the slope is 3
an easy way to figure the rest out is to graph it and you`ll find that the y intercept is 3 which means da anwser to da the problem is 
                               y = 3x+3
 

 

y = mx + b                        get x by itself

y - b = mx                    subtract b from both sides
                                          which will move b to
                                     the left of the equal sign
 

y - b = x                         divide both sides by m
  m                     
 
 

Now you have x by itself
