Directed Energy Weapons … Research work in this field has been carried out in almost all industrialized countries, and especially by the great powers, with a view to using these phenomena for anti-material or anti-personnel purposes.  …It is possible today to generate a very powerful microwave pulse (e.g., between 150 and 3,000 megahertz), with an energy level of several hundreds of megawatts.  Using specially adapted antenna systems, these generators could in principle transmit over hundreds of meters sufficient energy to cook a meal.  However, it is important to mention that the lethal and incapacitating effects which can be expected from weapons systems using this technology can be produced with much lower energy levels.  Using the principle of magnetic field concentration, which permits the control of the geometry on the target, by means of antenna systems especially designed for the purpose, the radiated energy can be concentrated on very small surfaces of the human body, for example the base of the brain where relatively low energy can produce lethal effects … In spite of the rarity of publications on this subject, and the fact that it is usually strictly classified information, research undertaken in this fields sems to have demonstrated that very small amounts of electromagnetic radiation could appreciably alter the functions of living cells.  Research work has also revealed that patholgoical effects close to those induced by highly toxic substances could be produced by eletromagnetic radiation even at very low power,  especially those using a pulse shape containing a large number of different frequencies … Some research seems to have confirmed that low-level electromagnetic fields, modulated to be simlar to normal brainwaves, could seriously affect brain function.  Experiments with pulsed magnetic fields carried out in animals have reportedly produced specific effects such as inducing sleep and triggering anxiety or aggressiveness, depending on the modulation of the frequency used.  It is, on the other hand, well known that lethal effects can also be produced by using higher power levels than those used for the experiments on behaviour modification.  An anti-personnel weapon based on such biophysical principles could produce similar effects to those of a nerve gas, but would have no secondary effects and leave no lasting trace.”

(He found that they would, but the effect was short lived.) 

By using very low frequency electromagnetic radiation--the waves way below radio frequencies on the electromagnetic spectrum--he found he could induce the brain to release behavior-regulating chemicals. ‘We could put animals into a stupor,’ he says, by hitting them with these frequencies."

Such Things are Known, a book by victim Dorothy Burdick, 1981. Burdick was a college professor in a northern California community college. Instead, he is living in a suburban home outside Los Angeles, sleeping under a makeshift foil tent fashioned to block the microwaves he believes are killing him. "His aluminum foil hat has tiny holes in it, says Rex Niles, proof that the government is bombarding him with microwaves in an attempt to kill him. ...He has produced testimony from his sister, a Simi Valley woman who swears that helicopters have repeatedly circled over her home. An engineer measured 250 watts of microwaves in the atmosphere inside Niles' house and found a radioactive disc underneath the dash of his car. ...The noises started again, he said. "you know, in the middle of the night at 2 in the morning, when they wouldn't allow me to sleep; when they were aggravating my conscious as well as my subconscious mind, I would hear what sounded like large groups of people ...that sounded like a bottle breaking in the street. "So I would go to the window, or one time I was dressed because I couldn't sleep, so I went down, and the street was absolutely empty." Niles became convinced that the marshals had set up an elaborate speaker system around his room to confuse him with artificial sounds. In intricate detail, he has worked out his theory of what happened. The marshals, he said, were attempting to make it appear as though he were crazy, setting him up in order to make off with his money. They kept him awake at night to minimize his resistance, he theorized. "...This has been a very tough story to tell people," Niles admitted. They have a hard time believing me and wonder how could I have this much audacity and this much vanity, to think that I'm worth this kind of a push, this much manpower, equipment, airplanes, helicopters, at one point 14 lasers. The requested information is fully denied under 5 U.S.C. 552(b)(1)..." NASA abstract in part stated, "A decoy and deception concept presently being considered is to remotely create the perception of noise in the heads of personnel by exposing them to low power, pulsed microwave. When people are illuminated with properly modulated low power microwaves the sensation is reported as a buzzing, clicking, or hissing which seems to originate (regardless of the person's position in the field) within or just behind the head. The phenomena occurs at average power densities as low as microwatts per square centimeter with carrier frequencies from 0.4 to 3.0 GHz. When a high power microwave pulse in the GHz range strikes the human body, a very small temperature perturbation occurs. This is associated with a sudden expansion of the slightly heated tissue. This expansion is fast enough to produce an acoustic wave. If a pulse stream is used, it should be possible to create an internal acoustic field in the 5-15 kHz range, which is audible. Thus it may be possible to "talk" to selected adversaries in a fashion that would be most disturbing to them."

Federal Times, Dec. 13, 1976 "Microwave Weapons Study by Soviets Cited." The Defense Intelligence Agency has released a report on heavy Communist research on microwaves, including their use as weapons. Microwaves are used in radar, television and microwave ovens. They can cause disorientation and possibly heart attacks in humans. Another biological effect with possible anti-personnel uses is "microwave hearing." "Sounds and possibly even words which appear to be originating intracranially (within the head) can be induced by signal modulation at very low average power densities," the report said. According to the study, Communist work in this area "has great potential for development into a system for disorienting or disrupting the behavior patterns of military or diplomatic personnel." No mention was made of the still-unexplained microwave bombardment of the American Embassy in Moscow. The study dealt largely with long-term exposure of days or weeks in industrial situations, which usually produce mild effects. Short exposure to intense radiation can cause heart seizure and a wide range of physical disorders.

He even ran a small project that used magnetic fields to cause certain brain cells in rats to release histamine. In humans, this would cause instant flulike symptoms and produce nausea. "These fields were extremely weak. They were undetectable," says Byrd. "The effects were nonlethal and reversible. You could disable a person temporarily," Byrd hypothesizes. "It [would have been] like a stun gun."
Byrd never tested any of his hardware in the field, and his program, scheduled for four years, apparently was closed down after two, he says. "The work was really outstanding," he grumbles. "We would have had a weapon in one year." Byrd says he was told his work would be unclassified, "unless it works." Because it worked, he suspects that the program "went black." Other scientists tell similar tales of research on electromagnetic radiation turning top secret once successful results were achieved. There are clues that such work is continuing. In 1995, the annual meeting of four-star U.S. Air Force generals-called -CORONA-reviewed more than 1,000 potential projects. One was called "Put the Enemy to Sleep/Keep the Enemy From Sleeping." It called for exploring "acoustics," "microwaves," and "brain-wave manipulation" to alter sleep patterns. It was one of only three projects approved for initial investigation."

To Whom It May Concern
This letter of recommendation has been prepared to introduce and support both a technology and a person. The person is Cheryl Welsh, a law student and researcher who is engaged in trying to find out what is behind the thousands of cases of reported abuse against humans that is causing pain and suffering to innocent victims. The technology is one which, if applied malevolently, could cause the abuse.
Cheryl Welsh claims to be an ordinary person who is being harassed by a technology that causes a great deal of anxiety in her life. However, I have found her to be an extraordinary person with an extraordinary ability to thoroughly research a complex topic and draw reasonable conclusions--a talent that will serve her well in her future career as an attorney.
The technology she is investigating opens the door to the possibility that humans are being used as subjects in a massive, worldwide experiment to test mind control techniques. Although there is no hard evidence for such a claim, the 'dirty hands' of governments in the the past (the Third Reich, e.g., and several well known and documented human experiments by other governments, including our own) to experiment on its citizens without their permission, makes her claims plausible.
In an effort to determine the source of what appears to be an obvious intrusion into the minds of unsuspecting individuals, Cheryl Welsh has formed CAHRA [now Mind Justice], Citizens Against Human Rights Abuse--a non-profit organization dedicated to looking into the problem. CAHRA (almost exclusively through her efforts) has amassed a huge data base of articles, statements, and opinions by experts and victims, including much from the former Soviet Union. The time has come to convert the anecdotal data base into hard evidence, and that is what she, with the help of others under her direction, will focus their attention.
I am qualified to evaluate the technology involved, having been in charge of the US Marine Corps Electromagnetic Non-lethal Weapons Development Project in the early 1980's, wherein it was shown that it was possible to alter the behavior of animals with magnetic fields, and entrain human brain waves remotely. Since then, the technology has progressed to the point where even genetic engineering with fields is possible and demonstrable. That the technology to inflict mind control on human beings exists is beyond question. What Cheryl Welsh intends to examine is if it is being used, and if so, by whom? She should be listened to, not dismissed, and she should be supported, not demeaned. What she has uncovered and will uncover is important to the future of mankind, regardless of whether the technology is now being used, because it's potential for abuse is very real and of concern to us all.

Appendix E of the Interim Report of the Advisory Committee on Human Radiation Experiments. This appendix gives a summary of the records retrieval process by various U.S. government agencies. It also has some brief summaries of programs of unconsented experimentation carried out on the American public. Remember, this is a government document. Only experiments carried out before May 30, 1974 were covered (for example, the Navy identified 650 experiments after 1975 and 150 before).

The notes at the end of the CIA section are especially interesting, including:

``CIA did investigate the use and effect of microwaves on humans in response to Soviet practice of beaming microwaves on the U.S. Embassy but determined that this was outside the scope of the Committee's purview.''

Additional information, including the Final Report is available online. This entire investigation was a breath of fresh air, but too little and (50 years) too late. Most victims have still not even been notified.

``Human beings can `hear' microwave energy. The averaged densities of energy necessary for perception of the hisses, clicks, and pops that seem to occur inside the head are quite small, at least an order of magnitude below the current permissible limit in the United States for continuous exposure to microwaves, which is 10 mW/cm^2.''
``To `hear' microwave energy, it must first be modulated so that it impinges upon the `listener' as a pulse or a series of pulses of high amplitude.''
``Sharp and Grove ... found that appropriate modulation of microwave energy can result in direct `wireless' and `receiverless' communication of speech. They recorded by voice on tape each of the single-syllable words for digits between 1 and 10. The electrical sine-wave analogs of each word were then processed so that each time a sine wave crossed zero reference in the negative direction, a brief pulse of microwave energy was triggered. By radiating themselves with these `voice-modulated' microwaves, Sharp and Grover were readily able to hear, identify, and distinguish among the 9 words. The sounds heard were not unlike those emitted by persons with artificial larynxes.''

Note that the published date is 1975. There is little doubt that improved modulation and microwave generation techniques have been developed in the meantime.

Do you believe the press is the watchdog for our liberties? That if ordinary citizens were being horribly abused by their government, then news reporters, editors, and publishers would welcome the opportunity to expose the wrongdoing and report the story? These are the introductory paragraphs to an article titled ``The Radiation Story No One Would Touch,'' by Geoffrey Sea. It appears in the Columbia Journalism Review, March/April 1994.

``Suddenly, at the close of 1993, the public was bombarded with `news' about the feeding of radioactive substances to pregnant women and mentally retarded students, about the unethical irradiation of workers, soldiers, mental patients, and prison inmates, and about the government's own internal fears that those experiments had `a little of the Buchenwald touch.' But the story that appeared in The Albuquerque Tribune (circulation: 35,000) on November 15-17, and was then projected into national headlines by the forthright admissions and initiatives of Secretary of Energy Hazel O'Leary, was hardly new.
``By 1984, activists and researchers across the country were systematically investigating the human experimentation program and attempting to bring it to public attention. By 1986, documentation of the program was massive, solid, and publicly available.
``I am among those who persistently tried to get national media coverage of this outrageous example of government wrongdoing. To say the media were reluctant to listen would be an understatement. The fact is that, for more than a decade, documentation was ignored and facts were misreported.''

The article goes on to list the chronology of this story no one would touch (and some of the truly outrageous abuses against American citizens that were ignored). Perhaps most shocking from the journalistic side is that the abuses were still ignored or misreported after 1986 when the House Subcommittee on Energy Conservation and Power issued a report listing all the abuses which were treated, years later, as new revelations. (Needless to say, the victims were not notified either. Some found out years later. Other radiation experiments which occurred after 1974 are still secret.)

This story was selected as one of the 10 most under-reported news stories of 1994 by Project Censored, along with a document indicating that secrecy was invoked by the government to prevent possible lawsuits and ``adverse effect on public opinion.''

In the introduction to an article titled, ``Army Planning a Return to Garden Plot-Style Domestic Spying?,'' the Sources Briefings electronic journal, volume 2, issue 1, reports that the Army is secretly seeking authorization to return to domestic spying against American citizens. According to this article, the Army once kept ``dossiers'' on 200,000 ordinary citizens, and ``had allowed thousands of its intelligence agents to spy on virtually anyone who exercised his or her constitutional right to dissent and challenge public policies...''

The Johnson administration utilized Army intelligence to spy on and disrupt anti-war protesters and other ``dissidents.'' An excerpt from V. Marchetti and J. Marks' book The CIA and the Cult of Intelligence, 1974:

``... Literal legal justification probably was not the sole reason why Army intelligence was assigned as the main instrument with which to attack the domestic targets; size was another consideration. Neither the CIA nor the FBI had the manpower for an all-out clandestine offensive against the radicals. Nor did either have available large numbers of young intelligence personnel who could actually penetrate the movement. But Army intelligence soon blundered and its domestic surveillance programs were exposed in January 1970 by ex-agent Christopher Pyle, writing in the Washington Monthly. During the following year the military services were forced to withdraw from their massive attack against domestic dissidents; the field was once again left to the `professionals' -- the FBI and the CIA.''

Marchetti and Marks' book also reports that the CIA secretly provided training to 14 New York City policemen, as well as providing ``training'' to officers in other localities. The book describes the Domestic Operations Division (DOD) of the CIA as one of that agency's most secretive divisions. Among its operations were espionage programs against foreign students.

The CIA even aided the White House ``plumbers'' in their break-ins (p. 218). Watergate is often trumpeted as proof that the press will expose government wrongdoing and can even bring down an administration. What it really shows is that an organization as powerful as the Democratic National Committee, along with national newspapers, could just barely manage to fight back against covert attacks from a truly corrupt administration. One is tempted to view the post-Watergate investigations into the CIA's abuses as simply political payback.

Another document is Department of Defense Directive, Policy for Non-Lethal Weapons, Office of the Assistant Secretary of Defense, Draft, July 21, 1994. This is the draft of a policy intended to take effect in January of 1995. It describes using non-lethal weapons against the government's domestic ``adversaries:''

``The term `adversary' is used above in its broadest sense, including those who are not declared enemies but who are engaged in activities we wish to stop. This policy does not preclude legally authorized domestic use of the nonlethal weapons by United States military forces in support of law enforcement.''

This sounds like a prescription for an American dirty war using secret, deniable technology.

Manning and Begich also describe (p. 162) a document by a Council on Foreign Relations task force, from 1995, that discusses using these weapons against [people labeled as] terrorists and drug traffickers. It recommends that these weapons be used secretly, so the victims do not know where the attack is from, or if there even is an attack. [How was this strategy tested and developed?] This is a policy recommendation for extrajudicial torture.

From 1965 through to 1970, Defense Advanced Projects Research Agency (DARPA), with up to 70-80% funding provided by the military, set in motion operation PANDORA to study the health and psychological effects of low intensity microwaves with regard to the so-called "Moscow signal." This project appears to have been quite extensive and included (under U.S. Navy funding) studies demonstrating how to induce heart seizures, create leaks in the blood/brain barrier and production of auditory hallucinations. Despite attempts to render the Pandora program invisible to scrutiny, FOIA filings revealed memoranda of Richard Cesaro, Director of DARPA, which confirmed that the program's initial goal was to "discover whether a carefully controlled microwave signal could control the mind."

In 1993, Defense News announced that the Russian government was discussing with American counterparts the transfer of technical information and equipment known as "Acoustic Psycho-correction." The Russians claimed that this device involves "the transmission of specific commands via static or white noise bands into the human subconscious without upsetting other intellectual functions." Experts said that demonstrations of this equipment have shown "encouraging" results "after exposure of less than one minute," and has produced "the ability to alter behavior on willing and unwilling subjects." The article goes on to explain that combined "software and hardware associated with the (sic) psycho-correction program could be procured for as little as U.S. $80,000." The Russians went on to observe that "World opinion is not ready for dealing appropriately with the problems coming from the possibility of direct access to the human mind."

Acoustic psycho-correction dates back to the mid 1970's and can be used to "suppress riots, control dissidents, demoralize or disable opposing forces and enhance the performance of friendly special operations teams."

In connection with "enhancing abilities of friendly forces" see numerous articles and expose's on Col. John B. Alexander. Alexander, a former Commander of Green Berets special forces was a member of the U.S. "Phoenix" assassination program in Vietnam. Until recently he was Director of non-lethal programs at Los Alamos National Laboratory, but has since resigned following, it is believed, an undue amount of negative press. He remains NATO's adviser on NLD. Alexander wrote a book an article (and later co-authored a book entitled The Warrior's Edge) published in Military Review in which he outlined a number of hitherto "fringe" subjects -- including telepathy -- that should be brought in to the battery of future weapons. Alexander is dedicated to the development of a super-human soldier with enhanced abilities leading to an "invincible warrior." In his book he likens such a soldier to be a JEDI KNIGHT, from the film Star Wars (Project Jedi). He has powerful sponsors, including Vice President Al Gore. Alexander is cited as being the grand daddy of NLD. He is known to be heavily engaged in mind control and psychotronic projects. See Armen Victorian, "Psychic Warfare and Non lethal Weapons."

One U.S. concern in relation to this device was aired by Janet Morris of the Global Strategy Council, a Washington-based think tank established by former CIA deputy director Ray Cline. Morris noted that "Ground troops risk exposure to bone-conducting sound that cannot be offset by earplugs or other protective gear." In recent months I met with and discussed Russian research efforts, with a contact who had visited Russia earlier this year. He, in turn, met with a number of Russian scientists who are knowledgeable in this field. I have few doubts that the Defense News article cited earlier is fundamentally accurate.

Have weapons of this nature been developed and field tested?
Judging from the number of individuals and groups coming forward with complaints of harassment, the answer appears to be "yes." Kim Besley, of the Greenham Common Women's Peace Camp, has compiled a fairly extensive catalogue of effects that have resulted from low frequency signals emanating from the U.S. Greenham Common base, apparently targeted at the women protesters. These include: vertigo, retinal bleeding, burnt face (even at night), nausea, sleep disturbances, palpitations, loss of concentration, loss of memory, disorientation, severe headaches, temporary paralysis, faulty speech co-ordination, irritability and a sense of panic in non-panic situations. Identical and similar effects have been reported elsewhere and appear to be fairly common-place amongst so-called "victims." Many of these symptoms have been associated in medical literature with exposure to microwaves and especially through low intensity or non-thermal exposures. These have been reviewed by Dr. Robert Becker, twice nominated for the Nobel Prize, and a specialist in EM effects. His report confirms that the symptoms mirror those he would expect to see had Microwave weapons been deployed.

To "hear" microivave energy, it must first be modulated so that it impinges upon the "listener" as a pulse or a series of pulses of high amplitude. At first spurned by most microwave investigators in the United States, the radio- frequency hearing, or Frey effect, was repeatedly dismissed as an artifact until behavioral sensitivity to low densities of microwave energy was demonstrated in rats in an exquisitely controlled study by Nancy King (see King, Justesen, & Clarke, 1971). "Non-lethal" Weapons May Violate Peace Treaties

Barbara Hatch Rosenberg, director of the Chemical and Biological Weapons Program of the Federation of American Scientists, writes about electromagnetic weapons:

"These weapons are said to cause temporary or permanent blindness, interference with mental processes, modification of behavior or emotional response, seizures, severe pain, dizziness, nausea and diarrhea, or disruption of internal organ functions in various other ways."

"In addition, under the Certain Conventional Weapons Convention, international discussions are now underway that may lead to the development of specific new protocols covering electromagnetic weapons. The current surge of interest in electromagnetic technologies makes the adoption of a protocol explicitly outlawing the use of these dehumanizing weapons an urgent matter."

The book, The Mind Manipulators, is an account written by Alan W. Scheflin and Edward M. Opton, Jr. Mr. Scheflin taught at Georgetown University and Mr. Opton is a graduate of Yale, Duke and UC Berkeley. The book jacket states:

Ten thousand pages of formerly top secret U.S. Army and C.I.A. documents prove that for twenty-five years the United States government agencies undertook the most extensive mind-manipulation program in the history of the world. Every conceivable method for molding the mind was explored and refined, many of them tested on unwitting American citizens.

Psychologists, psychiatrists, physicians, prison officials, scientists, lawyers and politicians have, for decades, been involved in mind- control research in hospitals, laboratories, universities, mental institutions, medical offices, prisons and schools.

Thoughts can be read remotely and played back; another person will repeat exactly what the victim just thought. Brainwashing and personality breaking techniques are used. Microwave hearing, the hearing of voices beamed into the victim's head via microwaves, is reported in most cases. There are many articles in the open literature discussing "microwave hearing." Dr. Robert Becker wrote the book Body Electric in 1985 and reported that "in 1973 Dr. Joseph Sharp of the Walter Reed Army Institute of Research heard and understood spoken words beamed to him in an echo-free isolation chamber via a pulsed microwave audiogram (an analog of the word's sound vibrations) beamed into his brain. Such a device has obvious applications in a covert operation designed to drive a target crazy with "voices" or undetectable instructions to a programmed assassin."

Victims also allege that dreams and memories are manipulated. Movements and consciousness, heart rate and many bodily functions are reportedly monitored and controlled. These and other symptoms can be correlated to the past well documented mind control research and the extrapolation to the highly likely fact that the mind control research is continuing and is as classified as a Manhattan Project.

The history of psyops technology is about 200 years old, and it will continue to progress. Hence it is most important to look into the future. It is no longer really difficult to send messages to the targets; that is, the persons who are to be influenced...

I want to alert you that psyops technology may advance from communicating to direct signaling. Some developments in this regard are already taking place.

X-rays and gamma rays are located at the upper end portion of the electromagnetic energy frequency spectrum. What is at the lower end? The most important of all of nature's phenomena.

Suppose it becomes feasible to affect brain cells by low frequency waves or beams, thereby altering psychological states, and making it possible to transmit suggestions and commands directly into the brain.

Who is so rash as to doubt that technological breakthroughs of this general type would not be put promptly to psyop use? More importantly who would seriously assume that such a technology would not be deployed to accomplish political and military surprise?

A few years ago there was much excitement about the Soviet microwave "bombardment" of the US Embassy in Moscow. Why did the KGB, then under Yuri Andropov's leadership, embark on this seemingly scurrilous --and very prolonged -- effort? There was no answer to this question, except that the KGB must have wished to harass US diplomats and cause them to worry about their health. This theory was never convincing.

The question was raised whether the Soviets had discovered a technique of using microwaves for psychological purposes, and whether they were experimenting with this technique on US specialists in the USSR, unwittingly put into Soviet service as guinea pigs.

Impossible, replied the State Department, the waves cannot break through the blood-brain barrier, and the thermal effects are so negligible that the body would not be affected. Nevertheless, embassy personnel were indemnified for health damage.

By 1979, at the latest, it was known that electromagnetic fields rasing body temperatures less than .1 degree Celsius may result in somatic changes. It was most surprising that such a trivial temperature rise was having any effects, and even more astonishing that those effects were significant.

Chemical, physiological and behavioral changes can occur within "windows" of frequency and energy continua. One of those windows is connected with navigation in marine vertebrates and with biological rhythms of humans. Another is at the level of the human electroenchphalogram (EEG), which is in the range of extremely low radio and sound waves, around 20 hertz.

Those findings remain unexplained. They seemed to require energy amplification of the initial stimulus by some 12 orders of magnitude. No such amplification was deemed to be feasible, and none was discovered.

Let us cut the story to the minimum. The original model, according to which the blood-brain barrier cannot be broken, was derived from the axiom that electromagnetic waves interact with tissue in a linear manner. However, it turned out that the molecular vibrations caused by stimulating extracellular electromagnetic fields are non-linear. Utterly unexpectedly, they take the form of soliton waves which can transfer energy along long molecular chains.

By 1982 the term "soliton" finally made it to the technical dictionaries. Here is a definition from the 1982 McGraw-Hill scientific-technical dictionary: "A soliton wave...propagates without dispersing its energy over larger and larger regions of space." As I understand it, it would be more correct to say: "A soliton wave propagates suddenly acquired energy, or energy imparted by shock, without dispersing it."

Significance? Extracellular disturbances such as acoustic or electromagnetic bursts can be propagated across the cell membrane. In this, non-linearities in molecular dynamics rather than chemical kinetics are the key. Put differently, the 12-magnitude energy deficit is overcome, not by brute force, but by the formation of solitons.

Visualize the brain and its environment as structures of waves, and assume that shock waves create solitons. Then imagine that modern electronics with their flexibility, accuracy and speed are put to work.

In addition, the range of resonances probably will be increased. Hence many frequencies, and several options for the transmission of energy across the membranes of brain cells may become feasible. This may imply that the brain cells will be reachable diversely and flexibly, and perhaps routinely...

For at least 72 years our government has engaged in highly questionable (unethical) medical experimentation. The same kind of stuff they make movies out of and that we have vilified the Japanese and Germans for doing, our government has done (and arguably continues to do).

It is easy to pooh-pooh any "mad scientists" suggestions as mere "conspiracy theory" hogwash. However, a litany of FACTS should disabuse a reasonable person of the conspiratorial fiction line when you review history.

Joseph Hamilton -- the scientist in charge of radiation experiments at the University of California -- at the library of the University of California at Berkeley, she comes across a 1950 memo written to Shields Warren, then director of the Atomic Energy Commission's Division of biology and medicine. The memo advised that large primates -- chimpanzees, for example -- be substituted for humans in the planned studies on radiation's cognitive effects (the very same program of experimentation that Dr. Saenger was to execute). The use of humans, Hamilton wrote, might leave the AEC open "to considerable criticism," since the experiments as proposed had "a little of the Buchenwald touch."

Suddenly, at the close of 1993, the public was bombarded with "news" about the feeding of radioactive substances to pregnant women and mentally retarded students, about the unethical irradiation of workers, soldiers, medical patients, and prison inmates, and about the government's own internal fears that these experiments had "a little of the Buchenwald touch." But the story that appeared in The Albuquerque Tribune (circulation: 35,000) on November 15-17, and was then projected into the national headlines by the forthright admissions and initiatives of Secretary of Energy Hazel O'Leary, was hardly new.

By 1984, activists and researchers across the country were systematically investigating the human experimentation program and attempting to bring it to public attention. By 1986, documentation of the program was massive, solid, and publicly available.

I am among those who persistently tried to get national media coverage of this outrageous example of government wrongdoing. To say that the media were reluctant to listen would be an understatement. The fact is that, for more than a decade, documentation was ignored and facts were misreported.

What follows is a chronology of significant events in the strange history of this important story -- one that began to receive adequate coverage only after almost all the victims were dead and most of the perpetrators retired:

1971: The Washington Post reveals that a research team at the University of Cincinnati, under the leadership of Eugene Saenger, has been irradiating "mentally enfeebled" patients -- all of them poor and most of them black -- at dose rates known to have harmful effects. The aim of the research, funded by the Department of Defense: to discover whether and under what conditions soldiers on an atomic battlefield would be cognitively imparied.

... in Saenger's own estimation, eight patient deaths could possibly be attributed to the "treatments."

1976: Science Trends, a newsletter published in the National Press Building in Washington, D.C., reveals an experiment carried out in San Francisco, Chicago, and Rochester, New York, as part of the Manhattan Project, that "involved the injection of relatively massive quantities of bomb-grade plutonium into the veins of 18 men, women, and children." The article implies that the experiment was an isolated historical case, and concludes: "Whether injecting the key ingredient of the atomic bomb into unsuspecting patients can be equated with Nazi wartime experiments is a matter which is today considered moot."

Early-1980s: ... intentional radioactive contamination of workers' skin as a means of testing external cleansing agents and about the continuing use of workers as experimental subjects in the development of chelation drugs to treat internal exposure to radioactive heavy metals.

In the course of pressing claims for worker's compensation, we discover that the AEC/DOE has secretly contracted with local hospitals and coroners for the collection of fluid and tissue samples, surgically removed organs, and autopsy specimens -- in some cases, whole cadavers of atomic workers. Some of these specimens are being taken and destroyed by the government, often without the knowledge or against the expressed wishes of the workers and/or their survivors.

We suspect that this "body-snatching" program serves a dual purpose: it helps the government accumulate data for military purposes, while at the same time it results in the destruction of physical evidence that could support compensation claims.

1985-86: In contract talks, the labor council representing workers at the DOE's Fernald, Ohio, uranium plant demands disclosure of all human studies involving uranium and plutonium, as well as information about toxic releases to the environment, use of atomic workers as experimental subjects ... American citizens thus became nuclear calibration devices for experimenters run amok."

The Markey report, which contains all the relevant facts that would be treated as major revelations seven years later, results in minor and often misleading news stories in several papers.

In a piece titled "At Buchenwald and Berkeley," editor-in-chief Howard Levine quotes from the November 28, 1950, memo by Dr. Hamilton and incisively criticizes reporting on the Markey report by the San Francisco Chronicle and The New York Times. Both papers, he writes, "minimized the gross inhumanity of these tests by downplaying their scope and ignoring the fact that most of the experiments were conducted without the 'informed consent' demanded by the Nuremburg protocols of 1946-47."

1991: 60 Minutes airs a segment on the government's body-snatching program. Jean-Pierre Changeux, the chairman of the committee and a neuroscientist at the Institut Pasteur in Paris, told the meeting that understanding the working of the human brain is likely to become one of the most ambitious and rich disciplines of the future. But neuroscience also poses potential risks, he said, arguing that advances in cerebral imaging make the scope for invasion of privacy immense. Although the equipment needed is still highly specialized, it will become commonplace and capable of being used at a distance, he predicted. That will open the way for abuses such as invasion of personal liberty, control of behaviour and brainwashing. These are far from being science-fiction concerns, said Changeux, and constitute "a serious risk to society". "Denis LeBihan, a researcher at the French Atomic Energy Commission, told the meeting that the use of imaging techniques has reached the stage where "we can almost read people's thoughts".

Officials of the National Aeronautics and Space Administration [NASA] have told Northwest Airlines security specialists that the agency is developing brain-monitoring devices in cooperation with a commercial firm, which it did not identify. NASA wants to use 'noninvasive neuro-electric sensors,' imbedded in gates, to collect tiny electric signals that all brains and hearts transmit. Decoding Minds, Foiling Adversaries

Information warfare is no longer just about machines; it is also about how users think.

A technology, known as bio-fusion, combines sensors to examine biological systems to understand how information and neural structures produce thought and to display the thought in mathematical terms. By creating an advanced database containing these terms, researchers now can look at brain activity and determine if a person is lying, receiving instructions incorrectly or concentrating on certain thought types that may indicate aggression.

IMPLANT VICTIM REFUSED HELP BY 'HUMANITARIAN' PHYSICIANS

The Boston chapter of PHYSICIANS FOR HUMAN RIGHTS (PHR) last month refused to examine or treat government implant victim Brian Wronge, against the protest of some of its members.

Wronge, a New York City resident, and former prisoner at Elmira and Arthur Kill correctional facilities from 1979 to 1989, was found positive for "paramagnetic metallic foreign bodies" in his head and chest in 1991 by both MRI and CT scan. The CT scan was performed by MRI-CT Scanning Inc. on May 6, 1991, and the MRI was performed three weeks later by Diagnostic Imaging Associates. Both labs are in New York City.

Further examination revealed miniature radios implanted in the membrane of Wronge's eardrums, according to a research biologist who examined Wronge with a OTOSCOPE. Use of such radio implants by CIA-funded experiments had been rumored since the 1960's, when individuals testified that institutes in UTAH had been using them on prisoners in that state without the victims' knowledge.

Requests through the Freedom of Information Act to obtain documents on the UTAH experiments, to this date, have not been complied with.

A federal Eastern District Court Judge, Justice REENA RAGGI, has Wronge's lawsuit against the state of New York pending, instructing Wronge to find a surgeon to remove one of the implants. However, in the three years since the May 1991 lab reports, no surgeon would remove the implants, usually citing FBI RETALIATION as the reason.

In an effort to find Wronge a surgeon, his case was brought to the attention of PHR's BOSTON CHAPTER by one of its members three months ago. Although four prominent physicians supported the examination and pursuit-of Wronge's covert surgery, the PHR board, according to director ERIC STOVER, decided in a meeting in mid-June to refuse assistance to Wronge. Wronge had offered to finance his own trip to minimize any budgetary reason the group might claim.

There have been repeated requests for the minutes of this June meeting, but the group claims the minutes are still not ready. Despite several attempted interviews throughout July, neither the staff members nor the director would reveal details of the meeting's dialogue, nor reveal which of the board members were present. One staff member did say, "Everyone saw the information [the MRI and CT scan results]. It was well-discussed among all the staff and all the board members."

On July 21, a staff member stated, "No one here is allowed to speak with you. I was told to say that," mentioning that the director gave the silence order prior to a vacation.

The tense atmosphere at PHR following the Wronge denial was also evident among board members who refused to discuss details of the behind-the-scenes dialogue, although two of them revealed through various conversations that they were subjected to INTENSE CAMPAIGNING BY COLLEAGUES NOT TO SUPPORT PURSUIT OF THE ISSUE. Dr. CAROLA EISENBERG, vice president of PHR, was eager to help Wronge in late April but, in May, was discouraged from doing so after a conversation with STOVER.

The PHR decision was highly controversial, considering the group's documented statement of purpose - the basis on which it is supported by their large MEMBERSHIP. The statement includes the following mandates:

  1. To stop torture that is committed by a government;

  2. To investigate violations of humanitarian law and medical ethics in internal conflicts; and

  3. To prevent physician complicity in human rights abuses

Furthermore, the denial of help to Wronge follows an early 1994 opinion poll indicating that the group's membership wanted to use more of its resources to examine prisoners in the United States, strongly inferring that PHR was avoiding domestic issues.

Since PHR's inception in 1986, it repeatedly has rejected suggestions to address medical misconduct by government agencies. "We may have a case of a group that is not pursuing the very issues its membership is MAKING LARGE CONTRIBUTIONS to see rectified," said one member of the Boston group.

THE CITY SUN spoke with ERIC STOVER about Hutcheon's charges. "This request went to the board, and the board felt that given the workload and the numbers of cases requiring our attention around the world, that we would not commit our limited resources to this case. We feel that what the plaintiff needs to do is to go to any properly certified general practitioner to obtain help. This does not indicate a lack of caring on our part. We have a small staff and limited funding, and we have to look at each case individually and make a decision."

In response to Hutcheon's assertion that PHR does not address medical misconduct by U.S. government agencies, Stover said, "That's categorically and absolutely untrue." He cited a Syracuse, N.Y., prison case he says PHR investigated which resulted in a 60 Minutes story and the rectifying of the inhumane treatment. Stover said the organization has addressed numerous other domestic cases and also has worked on cases in Rwanda, Burundi, Mexico, Chile, Yugoslavia and other foreign countries.

Stover and the PHR secretary both disavowed knowledge of the opinion poll referred to by Hutcheon.

HIGH TECH PSYCHOLOGICAL WARFARE ARRIVES IN THE MIDDLE EAST
DHAHRAN, SAUDI ARABIA

(March 23)--Sources in Dhahran today revealed what might
have been the true reason for the seemingly illogical and
apparently suicidal attack by Iraqi troops on the deserted
city of Al-Khafji, located just 12 miles south of the
Kuwaiti border. The report indicates that the top priority
objective of the Iraqi strike across the border was a
successful attempt to destroy a small, portable FM radio
station that had been installed on the roof of the tallest
building in the town of Al-Khafji by the U. S. Defense
Department's PsyOps Branch.

With the destruction of Saddam Hussein's military command
and control system, communications with Iraqi troops in
Kuwait are now largely carried out in a very primitive
manner by utilizing Iraq's commercial FM radio stations
located in the small Iraqi towns adjacent to Kuwait's
western border. Military orders are encoded ... programming arrives at the
designated "control" station of the day which then
broadcasts directly to the troops in Kuwait on exactly
100.00 MHz (megahertz), which is continuously monitored by
all.

In order to nullify this Iraqi military line of
communications (LOC), the U.  S. PsyOps ... installed
a portable FM broadcast transmitter,... n transmitted on 100.00 MHz and its power output was
adjusted to cover up the transmission of the Iraqi station
operating on exactly the same frequency.

station has now been repaired and is now back in full

the headquarters of the Royal Saudi Air Force has been

C. Glosson built a maze of small offices in order to plot
the air war against Iraq.

In one set of cubicles, officers pondered how to eliminate
Saddam Hussein's nuclear weapons, his chemical and
biological plants, his missile-production factories. In a
second, they concentrated on the Republican Guard, its
artillery and tanks dug in along Iraq's border with Kuwait.
In the third, they planned and implemented an unbelievable
and highly classified PsyOps program utilizing "silent

PSY-OPS WEAPONRY USED IN THE PERSIAN GULF WAR

The mind-altering mechanism is based on a subliminal carrier
technology: the Silent Sound Spread Spectrum (SSSS), sometimes
called "S-quad" or "Squad". It was developed by Dr Oliver Lowery of
Norcross, Georgia, and is described in US Patent #5,159,703,
"Silent Subliminal Presentation System", dated October 27, 1992.
The abstract for the patent reads:

"A silent communications system in which nonaural carriers, in the
very low or very high audio-frequency range or in the adjacent
ultrasonic frequency spectrum are amplitude- or frequency-modulated
with the desired intelligence and propagated acoustically or
vibrationally, for inducement into the brain, typically through the
use of loudspeakers, earphones, or piezoelectric transducers. The
modulated carriers may be transmitted directly in real time or may
be conveniently recorded and stored on mechanical, magnetic, or
optical media for delayed or repeated transmission to the
listener."

According to literature by Silent Sounds, Inc., it is now possible,
using supercomputers, to analyse human emotional EEG patterns and
replicate them, then store these "emotion signature clusters" on
another computer and, at will, "silently induce and change the
emotional state in a human being".

Edward Tilton, President of Silent Sounds, Inc., says this about
S-quad in a letter dated December 13, 1996:

"All schematics, however, have been classified by the US Government
and we are not allowed to reveal the exact details... ... we make
tapes and CDs for the German Government, even the former Soviet
Union countries! All with the permission of the US State
Department, of course... The system was used throughout Operation
Desert Storm (Iraq) quite successfully."

There appear to be two methods of delivery with the system. One is
direct microwave induction into the brain of the subject, limited
to short-range operations. The other, as described above, utilises
ordinary radio and television carrier frequencies.
