New Technologies Threaten Human Rights

Citizens of many western democracies, including Germany, are complaining that they are victims of crimes being committed with a new kind of weapons technology -- a technology that the public is unaware of and that police are currently not equipped to combat. I myself am a victim. I would like to explain to you what this new technology is and how these victims are being abused. I propose a program of political action to educate the public about the existence of this problem and these new weapons technologies.

I am an American citizen applying for asylum here in Germany because in the US I was being used as an involuntary human test subject. This may surprise you. However, it is well-documented that the US has in the past used its citizens in involuntary research.

"From the end of world War II well in to the 1970s, the Atomic Energy Commission, the Defense Department, the military services, the CIA and other agencies used prisoners, drug addicts, mental patients, college students, soldiers, even bar patrons, in a vast range of government-run experiments to test the effects of everything from radiation, LSD and nerve gas to intense electric shocks and prolonged ‘sensory deprivation.’ Some of the human guinea pigs knew what they were getting into; many others did not even know they were being experimented on."

Involuntary human experiments continue today, even now that the Cold War is over. Responding to the testing of drugs on US soldiers during the 1991 Persian Gulf War, US Senator Rockefeller said

"During the Persian Gulf War, hundreds of thousands of soldiers were given experimental vaccines and drugs... The Pentagon... threw caution to the winds, ignoring all warnings of potential harm, and gave these drugs... with virtually no warnings and no safeguards... "

I am being used as an involuntary test subject in research to develop a new class of weapons, referred to as "non-lethal weapons" or "non-lethal directed energy weapons." These are weapons that

"... utilize infrasound or electromagnetic energy (including lasers, microwave, radio-frequency radiation, or visible light pulsed at brain-wave frequency) for their effects. These weapons are said to cause temporary or permanent blinding, interference with mental processes, modification of behavior and emotional response, seizures, severe pain, dizziness, nausea and diarrhea, or disruption of internal organ functions in various other ways..."

According to the World Organization Against Torture, there are good reasons to suspect involuntary human test subjects are being used in the development of non-lethal directed energy weapons:

"Similar concerns also are being raised about involuntary human experimentation involving new forms of classified research and testing of high technology military weaponry, including microwave and laser equipment. Groups working on these issues cite, among other evidence of the existence of these unauthorized testing procedures, a White House inter-governmental memorandum dated March 27, 1997, establishing stronger guidelines prohibiting non-consensual testing for classified research, but suggesting, by implication, that this type of human subject research may, in fact, be taking place. … these allegations of continuing improprieties involving secret government sponsored human testing should not be dismissed without more thorough, impartial investigation."

The CNN documentary TV program "American Edge", shown on June 18, 1997, reported that the non-profit group CAHRA (Citizens Against Human Rights Abuse) networks with over 500 alleged victims, and that other groups say thousands are targeted.

Development of these weapons is not limited to the US. "... Russia, China, Ukraine, the U.K., Australia, and France reportedly have advanced RF programs and Germany , Sweden, South Korea, Taiwan and Israel are said to have emerging programs..." ("Emerging Threat: Radio Frequency Weapons", Defense Week, March 2, 1998) According to CAHRA, "victims are coming forward in all major countries" (http://www.dcn.davis.ca.us/~welsh/9.htm)

Dr. Reinhard Munzert, a lecturer at Universität Erlangen-Nürnberg, has published on the internet a report on the use of electromagnetic weapons by criminal organizations and their victims, in addition to possible involuntary human experimentation problems, at http://www.mikrowellenterror.de/artikel/munzert1.htm . About victims, particularly in Germany, he says

"Uns sind zahlreiche Fälle (mit erstaunlichen Übereinstimmungen) in Deutschland bekannt: aus Aachen, Bamberg, Berlin, Bochum, Böblingen, Dülmen (Münsterland), Erlangen, Essen, Frankfurt am Main 2x, Freiburg, Giessen, Göttingen, Kalchreuth (bei Nürnberg), Konstanz und Bodensee-Region 3x, Großraum München 3x, Nürnberg, Rügen, Starnberger See, Thüringer Wald, Weener (Friesland), Weinstadt und Zwickau. Namen und Anschrift der Betroffenen sowie Tatbeobachtungen bzw. -auswirkungen auf die Opfer liegen vor, auch Name und Anschrift mehrerer Täter sind bekannt. Ähnliche Fälle gibt es in Frankreich, Italien, Großbritannien und USA."

These weapons, being non-lethal, are intended mainly for use against civilian populations. Because the public doesn’t know about these weapons, and because they can target a group or an individual without others around being aware, they provide a means for governments (and criminal organizations as well) to carry out secret attacks against those engaged in any activity they want to stop, whether that activity is legal or not. For example, a 1994 US Army study contemplated the use of these weapons against those thought to be drug traffickers and concluded

"The advantage of directed energy weapons over conventional ones is deniability. Against whom is such deniability aimed? Certainly not the [drug-traffickers]... Instead, deniability must be aimed at the American people, who do not sanction the imprisonment, much less execution, of individuals without a trial..."

Apparently these weapons already have been used for secret deniable attacks against political protesters. In the editorial "Zapped? Radiation At Greenham Common Peace Camp" appearing in The Nation (vol. 244, March 14, 1987 page 313), Louis Slesin reported that nuclear protesters against the placement of cruise missiles at the US Air Force base in southern England claimed they were harassed with non-ionizing electromagnetic radiation in order to get them to stop protesting. Dr. Rosalie Bertell and a former radar engineer took radiation measurements at Greenham that there were up to 100 times higher than adjacent areas (Peace and Freedom, page 24 Jan./Feb 1989). There was no call for an investigation because the public didn’t even know this technology exists.

If abused, directed energy weapons can become a means for silencing lawful political dissent, as was discussed in the following 1998 report for The European Parliament:

"Some of these technologies are highly sensitive politically and without proper regulation can threaten or undermine many of the human rights enshrined in international law, such as the rights of assembly, privacy, due process, freedom of political and cultural expression and protection from torture, arbitrary arrest, cruel and inhumane punishments and extra-judicial execution.

Proper oversight of developments in political control technologies is further complicated by the phenomena of 'bureaucratic capture' where senior officials control their ministers rather than the other way round. Politicians both at European and sovereign state level, whom citizens of the community have presumed will be monitoring any excesses or abuse of this technology on their behalf, are sometimes systematically denied the information they require to do that job."

I believe that political pressure from the public will be required before political institutions are able to control the bureaucracies that are pushing for the development and deployment of directed energy weapons.

Among the capabilities for directed energy weapons to surface in unclassified sources are potential uses for "modification of behavior and emotional response." (Dr. Rosenberg, op. cit.) Dr. Robert O. Becker, twice nominated for the Nobel Prize, and a specialist in EM effects, explains

"In addition to the methods of damaging or killing people with EMR [electromagnetic radiation], there are several ways of controlling their behavior. Ross Adey and his colleagues have shown that microwaves modulated in various ways can force specific electrical patterns upon parts of the brain. Working with cats they found that brain waves appearing with conditioned responses could be selectively enhanced by shaping the microwaves with a rhythmic variation in amplitude (height) corresponding to EEG frequencies....

... several researchers have suggested that focused EMR beams ... could bend the mind much like electrical stimulation of the brain (ESB) through wires. We know of ESB ’s potential for mind control largely through the work of Jose Delgado."

Dr. Jose Delgado, a Yale neurophysiologist, described some of the capabilities for influencing human brain function with ESB that had been achieved by 1969:

Dr. Delgado found that "patients have accepted evoked psychological changes ... as natural manifestations of their own personality and not as artificial results ..." (Dr. Delgado, op. cit., page 182) When emotional states are externally imposed remotely and secretly with EMR instead of with wires implanted in the brain as in ESB, the targeted person is even more likely to accept the externally imposed feelings as being his own.

Dr. Becker’s 1985 observation that capabilities for influencing human brain function with ESB might be duplicated with EMR alone is now supported by the unclassified literature reporting on these weapons. For example, in addition to the effects discussed by Dr. Rosenberg above, articles appearing in the International Revue of the Red Cross ("The Development of New Antipersonnel Weapons," vol. 279, November 1, 1990) and in Military Revue ("The New Mental Battlefield," December 1980) report abilities for "inducing sleep and triggering anxiety or aggressiveness" and "emissions possess psychoactive characteristics ... transmissions can be used to induce depression or irritability".

Using this influencing technology to target the initial organizers of political movements and those they speak with could become a new means for secret state political control. Political activity originating from the public rather than from large established political groups, for example the CDU in Germany, usually begins as a very small number of people -- often just one person -- trying to inform others and organize a political movement.

Some scientific experts and politicians are beginning to speak out about this danger. In the news item "Advances in Neuroscience May Threaten Human Rights" appearing in Nature, Dr. Jean-Pierre Changeux, chairman of the French National Bio-Ethics Committee, warned these technologies "open the way for abuses such as invasion of personal liberty, control of behavior and brainwashing. These are far from being science-fiction concerns ... and constitute ‘a serious risk to society.’ " (p. 316, January 22, 1998) This threat was viewed so seriously by the European Union Parliament that in 1999 it passed a resolution that "calls for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings." ("Resolution on the environment, security and foreign policy", The European Parliament, A4-0005/1999)

So that is the problem. What to do? I am trying to organize a local group which can decide what kind of political activities would be best. If the public began to become aware of this technology and the many victims that exist, even here in Germany, this might create a situation in which abuses of these new weapons technologies would be less likely to occur. I think education campaigns located in the communities where victims live might have a great impact, and it might also be possible to directly help these victims as well. Dr. Munzert, cited above, has the addresses of a number of victims, and experts might be able to devise counter-measures, for example radiation shielding.

As for myself, I am continuing to be attacked with directed energy weapons here in Germany, perhaps because I am still being used as a test subject. Or possibly because the US government wants to avoid a positive decision on my asylum application. For this reason I could use help, for example in devising shielding, so that I can do some of the preparations I need to do in order to get a fair hearing on my asylum application.

And also, for this reason, it may be difficult to contact me. I think my reception of email has been interfered with, and as an asylum seeker I cannot afford a phone.
