gunther toody is in lala land when he should be helping his partner, leo schnauzer with a riot. after its over, he brags about how he and leo took it down. frances muldoon, a new recruit, is then introduced. he is in charge of a new program called madd copp and he is a stickler for the law which drives gunther crazy because he is always bending the rules. however, frances and gunther are forced to work as a team when the captain assigns them to watch fbi witness, herbert hortz after there are two attempts on his life. meanwhile, leo is retiring and gunther once again hurts him while at the party. the captain asks gunther to pal around with francis so he does and even introduces him to his future love, velma velour. but can two bumbling fools keep an fbi witness to testify?

I have read many negative reviews about this movie, but it is one of my all time favorites. david johansen is hilarious as gunther toody! i loved hearing him say, "ooh! Ooh!". i am not a big fan of rosie o'donnell but she was also funny as lucille, gunther's overly jealous wife. jeremy piven was great as herbert hortz. he was so crazy! he seemed to get along with almost everyone who came through the prison. i laughed so hard when he was rapping with the two guys in prison! it was also pretty funny when the inmate took his food and stuck the hot dog in his mouth. i also never used to be a big fran drescher fan but i loved her as the sweet yet seducing velma.

one of the best scenes in this movie is when muldoon finally comes out of his shell with velma while they are in the carriage. the way he carries on is just unbelievable. then it was the best when he tells all of the precinct that he was in love with "the town playground" velma and they all make fun of him because they have all had a spin at that merry-go-round. the whole movie is just really hilarious to me no matter what anyone else says, it truly deserves this rating.
