Time Stranger Kyoko is a manga series by Tanemura Arina (also Kamikaze Kaitou Jeanne and Full Moon wo Sagashite). Suomi Kyoko is the 16-year-old princess of the Earth Nation. Because she wants to be a normal teenager and go to a normal high school, she doesn't attend any ceremonies held by the royal family (she doesn't want her classmates to know her identity). However, her father, the King, demands that she attend her 16th birthday ceremony. Kyoko gets really upset and wants know a way out of it. The King told her that if she can find the 12 Strangers and wake her twin sister Ui up, then she can go to high school and not have the duties of a princess. At school, trying to save her friends from the Smashers gang, she is the first stranger to awaken. The Time Stone that she had reacted to her nobleness and she becomes the Time Stranger. On her quest to awake Ui, one of her bodyguards, Sakataki, and her best friend, Karen, are also Strangers. Both Sakataki and Karen are Kirito, who have DNA of humans and something else (Sakataki is a Ryuuzoku, human + dragon, Karen is a Hanazoku, human + flowers). Using this information, Kyoko goes around finding all the leaders of their Kirito clan to see whether they are possible Strangers.

The anime is just a short OAV. it is the animated version of one of the specials at the end of the manga volumes. It's about the King's pet Chokora (who is mechanical, btw). Umm.. not much to say here...
