Mage specialists are the 'brains' of the SeeD organization. They have the highest emphasis on intellectual development, and the lowest physical training requirements in the organization. Mage Specialists are the artilery of SeeD, acting as medics and second line support fighters as well. While it's true that some of the most powerful Blue Magic spells can outstrip anything a Mage Specialist can learn, Mages learn to be more controlled with their magic than Blue Mages do. And in any case, not only are the powerful Blue Magic spells rare, but Blue Mages themselves are scarce. Anyone with the proper aptitude and intellegence can train to become a Mage Specialist.
The Mage Corps has begun to take over some of the more magi-technical end of SeeD production, most notably fiddling with purely magical SeeD gadgets like the Spell Matricies. Mages serve quite often in instructor and researcher capacities, which sounds boring until you remeber the failed Undersea Research center. When your research delves into extra planer sentients and the very energies of creation, it is very rarely boring.
