City of Monterey Planning/Zoning: Corrupt or Incompetent?
             Monterey City Hall  is hijacked by self-serving and corrupt bureaucrats.
              In 1993, the City of Monterey Planning Department made a huge mistake by granting the Ryan Ranch Children�s Center a use permit for 116 children and 25 employees requiring only 19 parking spaces. The City of Monterey Planning Department completely ignored the employee parking requirements.
             I used to believe that the omission of the employee parking requirement was a simple oversight. I believed that if I would explain and document the daily parking problems and traffic congestion problem with various City of Monterey officials, the problem would be addressed and corrected. I was wrong.
            Over the period of several months, I noticed that City of Monterey employees who offered to help suddenly withdrew their help. A police officer told us about a city-sponsored program involving several different agencies in the problem solving process.  We wanted to participate in this program, however our phone calls and e-mails have not been returned. I contacted former Mayor Dan Albert numerous times. He never bothered to address my concerns. Letters to Dan Albert from Assembly Member John Laird and Senator Abel Maldonato urging a response to my concerns remained unanswered.
            A few months ago, we were notified about a neighboring business applying for a vending cart use permit. I voiced my objection, documenting existing littering and loitering problems at Ryan Ranch. I sent my objection in the form of a letter accompanied by several pictures to Monterey City Hall. Another property owner objected to the use permit in person. The City of Monterey Planning/Zoning Department stated in the use permit hearing report that there were no public comments. This is a blatant lie.
           The City of Monterey is inconsistent in applying its rules and regulations. City of Monterey�s public hearings become meaningless when public objections are discarded. Corruption is replacing equality and fairness.
