I used fabric softener and water. 50/50 and the tossed and bounced the hair. The
doll was covered with a towel and hair was hung off the cabinet edge to dry by AIR
it was beautiful afterwards.

 I've since learned that using RAVE Mousse to set the hair gives a nice finished style.
Apply mousse when hair is damp, set in rollers.  Allow to air dry almost completely.  
Remove rollers, air dry a few more hours, then style.
