Following specifics can be used in EU2GenerCountry.csv:

Port               : capital on coast (option), free navy on start
CoT                : Center of Trade in capital (option), 3 merchants on start
Fortress           : medium fortress in capital, small fortress in other cities
Bailiff            : Tax Collector in all cities
Courthouse         : Chief Judge in all ciies
Cityrights         : Governor in all cities
Shipyard           : Shipyard in capital (must be coastal)
Barrack            : Conscription Center in capital
Luxury             : Fine Arts Academy in capital, only one manufactory can be used
Refinery           : Refinery in capital, only one manufactory can be used
Goods              : Goods Manufactory in capital, only one manufactory can be used
Weapons            : Weapons Manufactory in capital, only one manufactory can be used
NavalEquipment     : Naval Equipment Manufactory in capital, only one manufactory can be used
Bank               : national bank: loan value 500
Population         : +15000 population in capital, 2 colonists on start in fantasia mode
StartSiberia       : capital in Siberia or Eastern Europe 
                     (if random start location is enabled, due to hardcoded Russia AI)
StartAmerica       : capital in America 
                     (if random start location is enabled, due to hardcoded Spain AI)
FixedStartLoc      : capital is always in specified province (in EU2GenerCountry.csv)
                     (even if random starting locations are enabled), 
                     Useful if you want to start at specified province 
                     but everything else should be randomized.
SplitArmy          : free conquistador is separated from rest of army (it helps AI).
Unknown            : Nation has random location if option: Randomize 'unknown' 
                     nations only is enabled.

You can add any number of these specifics to end of each row in /Config/EU2GenerCountry.csv file.
