The Chapter Officer Workshop(COW) was held November 23, 1999 in the American Legion in Brewster. There were 11 chapters represented. In attendance was Emily Buxton, a past national officer from Ohio. She talked about how important being an officer was. Other topics discussed included-POA, National Chapter Award Program, Officer Duties, Team Training activities, and Thank you's to sponsors. This was the first year for the event.
