The subject of tattoos for non-Jews has come up several times in email that

In order to set the record straight: Leviticus 19:28 applies
to Jews, i.e. according to the Torah,
Gentiles are allowed to get tattoos.
The Torah does, however require Gentiles to observe seven commandments.
