RESOLUTIONS AND
RECOMMENDATIONS OF
THE 6th GENERAL CONGRESS OF
THE
WORLD ISLAMIC CALL SOCIETY
JAKARTA,
18 – 21 SEPTEMBER 2000
The 6th General Congress of the World
Islamic Call Society was held in Jakarta, Capital city of Indonesia, during the
period 18 – 21 Al-Fateh (September) 2000/1430 miladiah, corresponding to 2000.
It was inaugurated by a recitation of versus from the glorious Qur’an.
The Chairman of the Organizing Committee, Ahmed Nadzri Adlani and Brother
Haj Muhammad Ahmad Sahl Mahfud, President of the Indonesian Ulama Council, then
addressed the meeting by welcoming the conferees who came to Jakarta from
different parts of the world. They
underlined that this conference represents an opportunity for the conferees to
meet with the Ulamas, Duat and men of Islamic culture in Indonesia.
They highlighted the role being played by the Ulama Majelis along with
other Islamic Societies in Indonesia for the maintenance of Islamic identity and
culture over the centuries. They
expressed their gratitude to the World Islamic Society for choosing this Islamic
City to host the 6th Congress of the Islamic Call Society.
The Secretary General of the World Islamic Call Society, Dr. Muhammad Ahmad
Sherif, delivered a speech at the beginning of which he conveyed the greetings
of Brother Col. Muammar Ghadafi, leader of the World Islamic People’s
Leadership to His Excellency President Abdurrahman Wahid and to the people and
government of Indonesia as well as to the members of the General’s Congress
who came from all continents of the world.
He made mention of the valuable work carried out by the Society over the
past three decades since its inception, pointing out that the Daawa, cultural
and humanitarian activities are based on the glorious Qur’an and the
Prophet’s Sunnah within the framework of cooperation among nations and peoples
of the world thereby to serve the human society by solving problems through
dialogue and understanding within an atmosphere of freedom and mutual respect.
Such valuable work is credited to, after Allah, Brother Col. Muammar
Ghadafi, who founded the Society when he called for the convening of the 1st
General Congress for Islamic Call only one year after the triumph of the 1st
September Islamic Revolution.
The Secretary General pointed out that this framework which defines the
characteristics of the work of the Society has characterized its activities by
clarity and transparency which made it possible for the Society to build
important ties of cooperation with a number of Islamic, regional and
international organization upper most of which is the United Nations, UNESCO,
UNICEF and the Islamic Conference Organization. He asserted the concern of the Society to intensify its
cooperation with such organizations, especially within the area of relief, as
well as its determination to continue effective coordination among Islamic
Organizations and Institutions through the Islamic Action Coordination Committee
which is under the supervision of the Islamic Conference Organization.
In his speech, the Secretary General made mention of the modern
communication revolution which has transformed the world into a mere big
village. He stressed the need for
positive Muslim interaction with such development and to make due contributions
to the era of globalization in such a way as to ensure stability, cooperation
and welfare, thereby to eliminate the spectrum of conflict and hostilities among
members of the human society.
The Secretary General pointed out that this conference came to plan for
a future outlook for the Islamic Call based on Islamic established principles
and inspired by our eternal heritage, while fully comprehending the nature of
the new changes witnessed by the world and contributing in the direction of such
changes to spread prosperity and fraternity among all peoples of our planet.
Such can only be attained through the proper introduction of Islam and
its call for cooperation, fraternity and equality among all peoples thereby
denouncing all aspects of violence, terrorism and extremism and resisting any
selling out of our Islamic sacred places or ceding any rights thereto.
Concluding his speech, the Secretary General reiterated his thanks and gratitude
to His Excellency The President of Indonesia and through him to the government
and people of Indonesia as well as to the representatives of all organizations
and institutions, members of the General Congress of the World Islamic Call
Society who had come from all parts of the globe.
Following that His Excellency
President Abdurrahman Wahid of Indonesia delivered a speech in which he
expressed his pleasure to meet with such an Islamic gathering of Ulama, thinkers
and Duat who are gathering together on the land of Indonesia in order to discuss
the problems facing Islamic Action in all its cultural, humanitarian and Daawa
dimensions, thereby to purify the Islamic Daawa from some moles which are alien
to it as a result of misunderstanding the nature and methodology thereof in line
with the glorious Qur’an where Allah All Mighty says, “Invite (all)
to the Way of thy Lord with wisdom and beautiful preaching; And
argue with them In ways that are best and most gracious: For thy Lord knoweth
best, Who strayed from His Path, and who receive guidance.” (Q.S. An-Nahl:
125).
His Excellency President Wahid asserted that the adoption of any
unpeaceful means for the realization of any objective would definitely lead to
unfavorable consequences, pointing out that realization of such a fact would, in
the first place, lead to understanding fully the meanings of the Qur’an the
Prophet’s tradition pursued by Prophet Muhammad (peace be upon him) and his
companions after him in any Daawa action. It
was in such a way that the light of Islam covered many parts of the world which
thereafter became homelands for Muslims with the result that millions of people
from different races upheld Islam and with such blessings they became brothers
in Islam.
His Excellency President Wahid emphasized the need to make use of the enormous
technological developments witnessed by the world in order to present the true
image of Islam, pointing out that we should not allow ourselves to be diverted
by conflicts, whether past or present, or modern imitation to deal with the
challenges facing us in such a way as to commensurate with the seriousness
thereof within the framework of full comprehension of world changes.
Concluding his speech, His Excellency President Wahid expressed his thanks to
the World Islamic Call Society for choosing Indonesia for the convening of the 6th
General Congress. He wished the conference every success.
In the second working session of the
congress the conferees listened to speeches by the President of the Central
Committee of the Muhammadiyah Society, Dr. Muhammad Shafei Maarif.
The President of Nahdlatul Ulama Society, Brother Hashim Muzadi.
They both highlighted the effects of the Islamic civilization in
Indonesia and the role
played by their Du’at for the dissemination and preservation of
Islamic culture and identity within the region.
They made mention of the distinct role played by the Muhammadiyah Society
as well as the Nahdlatul Ulama Society in this regard.
They asserted that the convening of this conference in the Indonesia will
effectively contribute to doubling efforts and fostering communications while
making use of the experiences provided by this blessed Islamic gathering.
Following that the UNESCO representative in Indonesia, Mr. Steven Hill,
addressed the conference by conveying the greetings of UNESCO Director General
to the members of the congress. He
pointed out that due to previous commitments the UNESCO Director General could
not attend the Congress. Mr. Steven
Hill held the close cooperation existing between UNESCO and the Islamic Call
Society for more than two decades. He
underlined that such cooperation was fruitful in the areas of education, culture
and science where many cross sections of the human society benefited from it
especially in Africa. He
highlighted it the interest of UNESCO to foster the ties of cooperation with the
World Islamic Call Society in all such programs that are capable of bringing
about prosperity for human society.
Following that, the General Secretary
of the World Islamic Call Society surveyed, in brief, the report of the
activities undertaken by the Society during the period falling between the 5th
and 6th General Congresses. The
Report contained educational, cultural, social and humanitarian activities of
various aspects. It highlighted
many ties of cooperation which the World Islamic Call Society has materialized
with a number of international and regional organizations.
It also reflected a great concern for relief activities as well as an
unprecedented expansion in the hiring of instructors and Du’at including the
opening of new branches for the Islamic Da’awa College.
The Report
made mention of the Great Da’awa activities represented by the
journeys made by the leader of the World Islamic People’s Leadership, Brother
Col. Muammar Ghadaffi, to Niame, Kano and Ndjamina as well as the 4000
mile-journey which covered a number of West African countries, namely: Niger,
Burkina Faso, Ghana, Togo and Benin where gathering prayers were performed with
millions of Muslims taking part in it. Such
trips and prayers represented an opportunity for the converting of the millions
to Islam. Furthermore, the Report
presented figures and statistics of the number of instructors, Du’at and the
educational and humanitarian institutions run by the Society.
It briefly made mention of the information activity as well as the
relationship of the Society with the number of information institutions.
It highlighted the activities of the Society in the area of application
and distribution. It reflected the
figures and statistics concerning the printing and distribution of millions of
the glorious Qur’an and the interpretation of its meaning along with tends of
millions of Islamic books treating Islamic issues and presenting the genuine
Islam while refuting some valises attributed to it. This, in addition to the hundreds of publications and
booklets which guide the Daia and broaden the horizons of his knowledge thereby
to put him in the proper place as define by the glorious Qur’an for the
Du’ats.
Following some discussions the
Congress expressed their satisfaction of the contents of the Report which
covered the various activities carried out in all continents of the world with
emphasized being given to the African continent. The Conference noted
the satisfaction in particular the activities carried out within the area of
relief and assistance as well as the expansion in the area of opening the new
educational institutions. The
conferees called for intensification of efforts within the area of information
and publication as well as the organization of conferences and seminars to treat
the issues of Muslims within the contemporary world especially in the social and
economic fields.
During the third working session the conferees listened to three working
papers concerning: future outlook for Islamic Action in all its cultural
Da’awa and economic dimensions. Such
presentation were followed by extensive discussions and serious interventions
which reflected the great concern held by the participants for the promotion of
Da’awa action in the light of the new world developments and challenges which
ought to be confronted by an Islamic spirit aimed at establishing right and the
happiness of the Umma while supporting all endeavors leading to the construction
of a human society based on justice, right, cooperation and peace.
The ideas presented during a whole working day were centered on the
following:
1-
Mobilization of material
capabilities and the training of human resources in order to optimize benefit
from scientific progress especially in the area of communications and
information as well as the promotion of the Islamic Discourse and the support of
Daawa institutions including their encouragement to effectively participate in
the shaping of ideas that began to crystallize under globalization in such a way
as to ensure prosperity and peace and the spreading of virtue to save the world
from the catastrophes of aggressions and wars.

Defending
the Islamic sacred shrines upper most of which is the Aqsa Mosque and to support
all efforts aiming at liberating it; to work for the unification of all efforts
as well as the utilization of all possibilities available to enable Muslims to
safeguard their sacred places and establish their identity as well as restore
their rights as established by international norms and conventions.

Care should be given to Islamic
minorities all over the world and to support their efforts aiming at the
maintenance and preservation of their Islamic identity as well as the respect of
their peculiarities thereby to eliminate the possibility of
their being exploited
religiously or culturally; support to such minorities to take their proper place
within the social and cultural fabrics their respective countries of residence
and the culturalization of their children thereby to make them effect
construction and stability their respective homelands.
On the other hand respect of the peculiarities of the religious
minorities within the Islamic world as well as enabling them to enjoy their
rights as determined by the glorious Qur’an and the Prophet’s Sunnah.

Working
towards the materialization of the meanings of the Qur’anic verse which states
“Invite (all) to the Way of thy Lord with wisdom ..“ as such
represents the basic foundation of any Daawa action; highlighting the call of
Islam for knowing each other and cooperation among each other; renunciation of
violence, extremism, injustice and oppression thereby to present the true image
of Islam and the real contributions made by Muslims to the human civilization
over the centuries.
Intensification of
efforts aimed at taking care of women and encouraging them to take their proper
place in the Da’awa, social and humanitarian work as well as the organization
of regional conferences for the discussion of such matters in line with the
contents of the glorious Qur’an; programming of various activities especially
in Africa for the training of girls on jobs consistent with their nature and
conducive to the provision of decent life for them.
5- Intensification
of efforts by each party and at all levels to arrived at an effective Islamic
coordination in the field of Islamic Da’awa thereby to put an end to the
contradiction of ideas and avoid the scattering of efforts and capabilities as
well as the support of any reconciliation between Islamic organization and
political authorities in such a way as to guarantee Muslim identity and rights
as well as the competing of all methods of cultural alienation and social
deviation.
6- Promotion
of the means and methods for the preparation of Du’at thereby to enabling them
to have access to basic knowledges concerning other religions as well as the
introduction of higher scientific majoring in Islamic universities.
This is in order to guarantee the availability of Du’at specialized in
the different disciplines of applied science.
7- Deep-rootening
of the intendment of Shariah and fate philosophy as well as the presentation of
Islam in its civilized genuine image as well as the adoption of human causes and
sufferings along with proposition of appropriate solutions to the problems
suffered by human societies in our modern world especially in as far as drugs
and social problems are concerned.
In the fifth session the Congress discuss certain organizational points.
It elected Dr. Muhammed Ahmed Sherief as its Secretary General with Mr.
Ibrahim Lughweel as its General Repertoir.
