As Chief Executive of a district of 600,000 people and largely mountainous area of 4000 sq. km enforced law and order, commanded District Levy (local police), and administered criminal justice as District Magistrate; collected/recovered government taxes/ cesses/levies/revenues as District Collector; planned, implemented and supervised all development schemes as Administrator District Council; and coordinated, steered and monitored the functioning of all government departments in the district as Deputy Commissioner. Also performed as Chairman of the District Education Board, District Vigilance Committee, District Population Board, District Benevolent Fund Committee and District Anti Corruption Committee.

Project Manager – Bajaur Area Development Project

The Bajaur area development project was co-funded by the International Narcotics Matters, US Government and the Pakistan Narcotics Control Board, Islamabad. The project aimed at giving incentives to the farmers for not growing poppy. It covered various sectors of area development such as agriculture, food, buildings, communications, dairy development, education, health, irrigation, livestock, supply of power, supply of drinking water. The volume of the project at the dollar exchange rate of 1991 was Rs. 300 million. As over-all incharge of the project I was entrusted with the following duties:

·          Conducting pre-feasibility studies / surveys, deciding priority of different components / locations,

·         Preparing feasibility of selected projects,

·         Financial and physical implementation and monitoring.

·         Impact evaluation.

·         Computerization of work plans and other data.

When I took over, no record of the activities was available. I, not only documented the project, but also computerized the reports, returns, and work plans. The Third Work Plan was prepared on personal computer and was approved by the Government of NWFP without any modification.

Assistant Commissioner – Swat & Bonair

Carried out the duties of Deputy Commissioner, Civil Judge and District and Sessions Judge under Provincially Administered Tribal Areas Regulations, deciding numerous civil and criminal cases that included, interalia, cases of heinous nature such as murder and attempt to murder. Also performed the usual law and order duties assigned to a Sub Divisional Magistrate. As Sub Divisional Collector performed the duties of collection and recovery of land revenue cess and other government dues and decided many revenue cases and appeals.

As incharge computerization, Services and General Administration Department, Government of the Punjab, am strengthening their computer lab and training facility, have networked the lab using servers, Cisco switches, hubs, NW cards and cabling, and networking 20 offices within the secretariat using fiber optic multi-media direct buried cable, pigtails, patch cord, media converter fibre to UTP, Cisco 24/12 ports switches, fibre patch panel etc., completed the Pre-Feasibility Report of Auqaf Department, Government of the Punjab and the Feasibility Report for installing MIS in Housing Urban Development, and Public Health Engineering Department, Government of the Punjab.

 

 

 

Supervised the design of following databases:

·         Estate Office Information, and

Supervised Government of the Punjab official Website http://www.punjab.gov.pk/ from conception to designing, hosting and maintaining. Guided the publishers (Departments) for content specifications, and collaborated the content writing, web pages designing and editing. Set many a themes with HTML code generators and also using HTML raw code.

Computerized the Third Work Plan of the Project on an IBM PS/2 in FoxPro2, which was emulated, by all the other projects working in North-West Frontier Province of Pakistan.

Deputed from Pakistan Army as Systems / Programmer Analyst and worked in a multi-user, online environment performing the following tasks:

Designed a Personnel Management System and two Inventory Management Systems using VSE/SP, CICS COBOL, CMS, ICCF, and VTAM etc on the IBM 4341 system and later, 3090‑150E in a completely online environment.

Converted about 250 COBOL programs from batch environment to CICS/VS COBOL in online environment.

As Data Communication Officer and in-charge Personal Computers and Networking Section:

 

 

1.       Established a communication link between Riyadh, and Paris, for data transfer on an IBM PC AT.

2.      Emulated the IBM PC AT as terminal of IBM 4341 and IBM 3090‑150E using IRMA Link card and software.

3.      Connected a number of IBM PCs in a Local Area Network.

Attended specialized training on the IBM System 3090‑150E to learn the fundamentals of MVS/XA.

Analyzed and re‑designed many sub‑systems of Pakistan Army Officers' System (Military Secretary System), such as Career Planning, Selection System and Officers' Efficiency Index System etc on IBM S/370 in COBOL. Also successfully operated this high-visibility system.

As a member of the Army Computerization Sub‑Committee analyzed data network needs of the Army, hardware systems, software systems and communication protocols advocating Distributed Data Processing / Management Information System concept, which was adopted.

Extensively delivered lectures on the computerization of Pakistan Army to the senior army officers all over the country and virtually acted as a salesman of Army Computer Systems Directorate during this 21 months period.

Performed the duties of Radio Communication Officer, Northern Areas where the Pakistan Telecommunication Corporation (then T&T) had been unsuccessful. The area of responsibility included the entire Gilgit Division (Dansem (Siachen) Skardu and Astor sector). The job included rendering advice to the Commander on radio communication matters, imparting training on radio communication to all the units of the formation, repair and maintenance of their radio equipment, periodic allocation of frequencies, general administration of under command officers and men and maintenance of vehicles and other equipment. Pioneered the facsimile operation between the Northern Areas and the General Headquarters Rawalpindi. Arranged 20 radio detachments for the search and rescue of those on board the unfortunate PIA Flight PK 402 that was lost in the Northern Areas on 25 August 1989. Imparted hands‑on training on personal computers to the officers and ladies in the garrison.
