The GWS A-10 arrived, both wingtips were broken, one completely broken off, wrapped in brown paper with no insurance, and was shipped 30 days after payment was sent. Why ship USPS a fragil kit wrapped in brown paper, and then ship uninsured?

I cannot answer your questions and I'm not sure you are even looking for an answer but I can tell you this. All the GWS A-10's have broken wing tips and you can contact Horizon Hobbies for a rememdy, not me.
