The meeting started as scheduled at 9 a.m. sharp.

After the opening prayer, Dr. Antonio Garcia, MMG-Medicíne board chairperson, gave the opening remarks.

Dr. Jose M. Tiongco, MMG-Medicíne interim CEO, next gave updates on the recent and present financial and management status of the company.  He reported on his recent trips to cluster meetings of MMG Chapters in Batangas, Lucena, Tarlac, Northern and Southern Mindanao. The assembly was also informed of the results of management meetings with main suppliers La Croesus Pharma Inc., PNF and Basic Pharmaceuticals.

The audience was told about the assessment of the office and field staff on the company’s performance during the past year, 1999.

Tiongco also discussed the present status of the bookkeeping, accounting and auditing activities of the company.  He informed the company of the hiring of Punongbayan, Araullo and Associates (Ernst and Young International - Philippine Affiliate).

Punongbayan, Araullo and Associates is to continue the financial and management audits left undone by the previous accounting firm hired by the management staff last year.

Questions from the floor were entertained and discussed.

Roberto Lepon, of the Punongbayan, Araullo and Associates followed with the presentation of his company’s initial findings on the status of the company’s record-keeping, accounting and auditing procedures.  He enumerated the problems encountered and discussed the proposed solutions.

Lepon gave a timetable of one month for necessary records to be gathered, organized and audited.  He outlined smoother procedural and operational flows.  He also gave an outline of basic accounting procedures for businesses like the MMG-Medicíne in a way comprehensible even to non-accountants.

Questions were entertained and discussed in significant detail.

The assembly broke up for lunch at 11:30 a.m., reassembled at 1 p.m.

Mr. Rudy Patron and Mr. Bing Turalde resumed the session by giving a detailed presentation of the Chapter Financing Scheme (CFS) to the participants.

The CFS is a mechanism by which the participating doctors are entitled to discounts on medicines after an agreement is made between them and the company for a specific volume of purchase of our products within a length of time. This practice approximates the patronage refunds central to the cooperative idea.

The CFS was piloted in MMG Iligan in the middle part of last year.  It is responsible for resuscitating the chapter to its present enviable financial status and activity.  The CFS is also currently practiced in Pagadian, Zamboanga del Sur.  Dr. Macaraya of Iligan and Mr. Alisnag of Pagadian spoke of the success of this procedure among the doctors and hospitals in their areas.

After adequate discussion, it was moved by Dr. Ricardo Ramos of Tarlac and seconded by Dr. Noel de Jesus of Dumaguete, Negros Oriental, to adopt the CFS as a nationwide policy for the marketing of MMG-Medicíne products. It was passed unanimously.

Tiongco followed with the presentation of the cluster concept of administration and marketing.  It was proposed that the MMG-Medicíne divides the Philippines into “Clusters” or “Districts” along geographic and cultural lines.

LUZON:
1. North: From Batanes to Pangasinan
2. North Central: From Tarlac to Bulacan
3. Metro Manila
4. South Central: Cavite to Quezon Province
5. South: Bicol Peninsula

VISAYAS:
1. West: Panay to Negros Occidental
2. Central: Negros Occidental to Southern Leyte
3. East: Leyte and Samar

MINDANAO:
1. North: Zamboanga Peninsula to Surigao Norte
2. South: Maguindanao to Surigao Sur
3. West: Zamboanga City to Tawi-Tawi and Bongao

It was proposed that each cluster would have its own “Governor” or Chief of Operations for MMG-Medicíne operations.  The cluster mechanism was designed to provide the weaker chapters with the necessary attention and support they needed from older and more financially and technically-capable chapters in the vicinity.

It is also a way wherein, by pooling financial and human resources, the chapters in the cluster may be able to penetrate the market in areas where no MMG chapters exist.

It was proposed that the MMG-Medicíne district manager would serve as the Administrative Officer of the Cluster “Governor” or Chief of Operations.

After adequate discussions, a recess was called at 3:15 p.m.

The session resumed at 3:30 p.m. with representatives from the different chapters grouping themselves geographically along proposed cluster lines.

Due to the fact that some chapters were unable to send representatives, the present assembly came up with temporary cluster workshops along these lines:

I Cluster:

Batangas, Albay, Sorsogon

III Cluster:
Representatives from:
Cebu, Bohol, Dumaguete, Bais, Samar, Leyte

Representatives from:
Roxas and Iloilo

V Cluster:
Representatives from:
Iligan, Nasipit, Pagadian

VI Cluster:
Representatives from:
Tagum City, Davao City,  Cotabato.

The workshop results were presented to the plenary at 4:30 p.m.  Questions and possible answers were taken up until 6 p.m.

It was emphasized that the idea was still in the formative stage and that it needed to further percolate in the individual chapters.  Tiongco indicated that the workshop results also needed further legal and organizational polish for presentation to the National Directorate on March 4 in Tagbilaran, Bohol.  He also requested the different representatives to submit the monthly/yearly volume of drug utilization of their member-doctors and health facilities.

Collated, these will be the baseline quota.  This will open our market to the lowest bid from the different drug manufacturers/suppliers.
