Site-Based Management: Is the Administrator Responsible for the Success or Failure?

Abstract
Site-based management is a growing trend with the era of decentralized education systems. More and more countries are moving the decision-making process about educational issues to the people who have the most contact with the students: the administrators, the teachers and the parents. With this change, are adjustments in the role of the administrator. There is some concern that the administrator is becoming more of a manager and less of a leader. Because of his/her position of head of the school, the school administrator is often viewed as being the main person responsible for the success or failure of SBM. Although credit or blame is often given to the principal, there are many other factors that do contribute to the success or failure of SBM. These include government educational policies, financial support, professional development, teacher attitudes and mandated changes, all of which have an impact on the success or failure of SBM.
