All very very simple to do.
I used psp 10 but this tut can be done on any psp.
I used the brilliant work of Steve Baier.

Open up a new image, transparent, 600x600 Flood fill this white

Select a light colour that goes with your tube, in your foreground fill & a dark colour in your background fill.
Click on your foreground fill, then on gradient.
Find the gradient which says foreground-background, select.
Then click on sunburst to give a circle look to your gradient.

Go to the toolbar at the top, layers, new raster layer, click ok.
Flood fill your new layer with your gradient.

We are now going to make a brush.
You will need the Flaming Pear filter, which you will find here.
FLAMING PEAR
It has a list underneath it, make sure that one of the filters in this pack is called Ghost.
Download to your plug-in folder, right click & extract.
It should be called Freebies.
Go back to your psp, on the toolbar, click on file, scroll down to preferences, then file location.
A box will appear.
On the left click plug-ins, on the right click add.Now find your freebies folder.
Once found & added click ok.
You now have the Flaming Pear filter. :D
Now you need to find a small flower image to make your brush with.
I used one from my tubes.
Open a new image & add your tube.
Crop around your image with your crop tool.

Now go to effects, plug-in, flaming pear, ghost.
You now have a brush.

Click on file, scroll down to export, custom brush.
Name your brush & click ok.
Click on your brush tool, open your brushes & find your flower brush.
Add a new raster layer on top of your gradient.
Change your foreground colour to white.
Resize the brush to your liking & add your flowers to your image.
I used these settings.

Apply your brush all over your gradient.
When happy go to effects, curlicues. I found mine under distortion but in some psp's it could be under something else.
Use these settings.

Congrats you have now made your paper.

Lets open a new transparent image still 600x600.
Flood fill this with white.
Click back on your paper, edit, copy merged.
Click back on your new image, edit, paste as new layer.

Right we are gonna make a mask now.
Open another new image & flood fill with white.
Add a new layer.
Change your background colour to black.
Make a folder somewhere in your pictures & name it preshapes.
Put your heart preshape into this.
Now in your psp, click on file, scroll to preferences, file locations.
On the left find preset shapes, then in the right find your folder & add it.
Click ok.
Grab your preset shape tool & find your heart preshape.
Click back on your new image.
Use these settings for your shape.

Hold down Shift on your keyboard & draw out your heart shape.
On your toolbar find objects, align, center in canvas.

Click on your curlicues effect again with these settings.

Click on layer, new mask layer, new image.
Name the image, tick source luminance, ok.
Layers, load/save mask, save mask to disk.
Name your mask my heart mask & save.
Now go back to your original image.
Layers, load/save mask, load mask from disk.
Find your heart.Use these settings.

Click ok, layers, merge, merge group.
Woohoo, you have made your mask.
Layers, duplicate.
You can now see on the right hand side that you have 2 hearts.
Click on the bottom heart so it is highlighted blue.

Adjust, blur, gaussian blur.
Set the radius to 10.00.
Effects, texture effects, weave with these settings.

Click back on the top heart on the right hand side.
Image resize with the following settings.

Make sure you have changed the pixel dimension to percent & that right at the bottom resize all layers is unchecked.
Click ok.

Go to selections, select all, float, defloat, invert.
From you scrap kit choose one of the ribbons with the bow. Recolour if you want by going to image, hue/saturation & choosing any of the options & play around with the settings until you are happy.
Edit, copy.
Go back to your image, edit & paste as a new layer.
Resize your ribbon with these settings.

Move around until you have it placed where you would like & then hit delete on your keyboard.
Add the same dropshadow to your ribbon as your heart.
Ok we are now gonna add your tube.
I decided to use the gorgeous Cure For The Blues by Steve Baier.
Open, edit copy, paste as a new layer onto your image.
I resized mine by 79%, same settings as previous just adjusting the pixel dimensions.
I then moved my tube where i liked it best on the heart.
Right, go to layers duplicate your tube.
Go to your layers on the right.
Move one of your tubes underneath the ribbon layer.
Just drag it down.
Still on your highlighted tube click the chain once.

Highlight your top tube & click the chain once.
This prevents you moving your tubes out of sync.
If you do move a tube the other one will now move into the same position.
Now click on your top heart layer.
Go to selections, select all, float, defloat, invert.
Click back onto your bottom tube layer, the one under your ribbon.
Now hit delete on your keyboard.
Selections, select none.
Click on your top tube layer.
Get your eraser tool.
I erased all the pieces i wanted underneath the ribbon & left the arm over the top of the ribbon & the head over the heart.

This will obviously depend on which tube you are using to what you would like to erase.
Open the flowers in the scrap kit.
You need to copy & paste this onto your tag.
I resized mine by playing around with the pixel dimensions until i was happy with the size of each flower.
Place these where you would like, this is your tag.
I placed mine at the top right hand corner of my heart.
Remember you can recolour the flowers to match your tag.
Copy & paste the diamond supplied. We are going to place one in the middle of each flower.
So once you are happy with the placement of the first diamond, layers, duplicate.
Move this one to the next flower.
Do this till all flowers have diamonds in the middle.
If you have overlapped the middle of your flowers, place a diamond onto the bottom flower & then move the diamond layer down on your side panel.
Until it is under the top flower.
Add one of your tags from your kit by copying & pasting.
Move this down in your layer pallette underneath all of your flowers.
It should be just above your tube.
Go to image, free rotate, with the following settings.

Adjust, sharpness, sharpen.
Copy & paste my word art, the heart of spring onto your image.
You can also use your own if you would rather.
Grab your text tool & add a new layer.
Use any font that you would like, which goes with your tag.Preferably a fattish font.
Type out the initial of your name that you will be using.
It doesn't matter what colour you use at this point.
I used Phat Guy at size 72.
When happy, click ok & go to image, free rotate, same settings as before & place on top of your tag you pasted.
Now go to effects, 3D effects, cut out & use these settings.

You can change the colours to go with your tag.
Now go to effects, 3D effects, inner bevel with these settings.
Again change the colour if you would like to.

Make sure your top layer is highlightened on the right & then add a new layer.
Now we are gonna add your name.
Again use a font & colour you like which goes with your tag.
I used Inspiration at size 48.
I then placed it in the top of my word art heart.
Click on image, resize with these settings.
Make sure your resize all layers is checked this time & you have changed your pixel dimension to pixels.
Click ok.

Add a new layer.
Now you are free to add your cr.
I used Pixelette font at size 8, Anti-alias set to off instead of sharp.
Save your tag as a j-peg file.
Now animate & save.

Yay well done you are all finished.

I really hope you enjoyed this tut & had fun with it.
