Open up a new image, transparent, 600x600 Flood fill with white.
Add a new raster layer. Flood fill with a gradient of your choice

Load your 36-Kris mask, making sure invert transparency is checked.
Go to layers--merge--merge group
Add a new raster layer & flood fill with white.
Load your grunge frame mask, this time making sure your invert transparency is unchecked
Layers--merge--merge group
This is what you should have


Open your tube, copy & paste it to your liking


Open up your bow, copy & paste it on to your tag
Resize it by 66% & free rotate left by 19
Place this layer under your tube layer (sorry i realised i didn't do this until the end so my bow will be on top of my cat 4 now lol)
Open your pink diamonds & copy & paste them onto your tag.
Free rotate them left by 90 & place them at the top of your frame.
Repeat this so you have four sets placed around your frame as below


Add your copyright info & any name you would like on it
I used Morgow font & added a inner bevel & drop shadow


Take your magic wand & click any parts you would like to add noise to.
I have just animated my fairies wings
Go to adjust--add/remove noise--add noise.
Uniform--31--monochrome unchecked--click ok
Selection--select none
Go to edit--copy merge--then paste in animation shop
Go back to psp & undo twice.Repeat this section 2 more times, each time pasting in ani shop after each frame.
Now you can click on view in ani shop & your tag is made
