The project of expansion, though it's the hardest to accomplish, will be the most effective solution to solve the problem. Increasing the space for exercise will ease the crowded environment in both places. Although the project will take few years to finish, once it's completed, the chance of students being able to exercise will increase. They would no longer have to wait for a long time in order to play; in addition, the extra space will encourage more people to go out and exercise.
