Ellone is the step-daughter of Laguna and Raine, and step-sister to Squall. After her parents died, she was taken in by Raine, and after Raine died, she was taken to an orphanage with Squall while Laguna was away.
Ellone has a certain power. She can send people into the past and future in the conscious of another person, but they have to be people she knows. She is the one that sends Squall into "Dream Land", so he can meet Laguna, his own father. And she also sends Laguna into Squall's mind, so he can see his son.
Ellone is being hunted. She is wanted by the evil sorcerous Edea/Ultimecia. The sourcerous wants to use Ellone's power to basically take over.
When she first appears, we have no idea who she is, but eventually it comes out that was Laguna's step-daughter and she knew all the main characters but Rinoa when she was at the orphanage. They all called her Sis, even Squall, which is ironic, because he didn't know that Ellone really was his step-sister.
