GOP-UNDP IDP PROGRAMME INKED MOA WITH PROGRAMME IMPLEMENTING PARTNERS FOR ARMM AREAS 

The Programme on rehabilitating internally displaced persons (IDPs) and communities in Southern Philippines has recently signed two (2) memoranda of agreement between ARMM-ODA as the lead implementing agency for ARMM areas and United Youth for Peace and Development (UNYPAD), Inc. and Mindanao Integrated Resource Development (MIRD). 

The MOA forged with UNYPAD, represented by Mr. Rahib Kudto, is expected to implement as integrated community development assistance for 1,296 IDP families and communities as well as capability building for disaster management for local officials in ten (10) sitios of Brgy. Dungguan, Datu Montawal, Maguindanao. UNYPAD is expected to deliver the following sevices: 

• construction of seven (7) units of latrines with three(3) water sealed toilet bowls and 1 bathroom;
• installation of six (6) units jetmatic pumps;
• construction of thirty-five (35) units of core shelters;
• nutrition and medical missions;
• relief distribution;
• livelihood assistance through distribution of farm inputs; and,
• conduct of capability trainings and peace building activities.

On the other hand, MIRD, represented by Mr. Romeo Bacharo and as implementing partners in the island provinces of Basilan and Sulu, is also expected to implement an integrated community development assistance for 1,604 IDP families and communities in eight (8) municipalities of Sulu and Basilan. Specifically, the project intends to deliver the following: 

• facilitate relief assistance of food and non-food essentials;
• provision of livelihood assistance;
• construction of (92) core shelters in the four (4) selected municipalities in the provinces of Sulu and Basilan;
• installation of 13 units of level 1 water system;
• construction of three (3) units barangay health stations.
• facilitate declaration of 4 communities as peace sanctuaries through peace covenant between and among LGU, AFP, community members, religious groups and other stakeholders; and,
• strengthen institutional support mechanisms by promoting local support and counterpart from the LGUs and other funding institutions.

The signed MOA has a total commitment of PhP 23, 812,084.00 which will be implemented from 09 March to 01 August 2005. 

The activity, conducted at the Office of the Regional Governor-ARMM, Cotabato City was highlighted by the presence of Engr. Nasser Sinarimbo, Office-in-Charge of ARMM-ODA unit, Dir. Abdulmuin Ahmad of ARMM Technical Management Services, representative from ARMM-DSWD, ARMM ODA staff and ARMM-IDP staff.
