|
A. Historical Background Batuh Habah is a sitio of Barangay Matatal, Maimbung. The place used to be a Camp of the Mujahideen Fighters of the MNLF in 1994 organized under the Leadership of Commander Abdulnasip, a resident of Barangay Duhol Kabbon. In 1972, at the height of the MNLF Revolution, Duhol Kabbun was totally abandoned by the community residents, the area having turned into a "no man's land" just like all other many adjacent barangays that were left as ghost communities. With the signing of the Peace Agreement between the Government of the Republic of the Philippines and the Moro National Liberation Front on September 02, 1996, displaced families mostly who sought refuge in Sabah, Malaysia gradually came back and resettled in the community. These Families were mostly the Mujahideen Fighters they started to form a hamlet and tilled their long abandoned land. The organization of Farmers in Duhul Kabbun and its quite progressive area caught the attention of the State Leaders and the Mayor of Maimbung. In 1998, Duhul Kabbun was declared as one of the 27 Barangays constituting the Municipality of Maimbung. Duhul Kabbun was declared as a Peace and Development Community under Batu Habah by the State Leader of Sulu for SPCPD/GOP-UNMDP in year 1999. The PDC Batu Habah extended its areas and Barangay Matatal was recently proclaimed as part of the PDC Batu Habah. At the height of the Sipadan Crisis people who were displaced as a result of the incident, evacuated to Duhul Kabbun seeking refuge and safety. From then on, Duhul Kabbun became a major evacuation center. Evacuees were mostly coming from different Barangays of different Municipalities of Sulu Province. Continued stay of evacuees in this Barangay might go on for some time considering very uncertain peace and order condition and livelihood opportunities in the communities where they come from.
