TERMS OF REFERENCE
Construction of Core Shelter
Background
Initially conceptualized to support the GoP-UN Multi-Donor Programme Phase 3, the programme entitled Rehabilitating Internally Displaced Persons (IDPs) and Communities in Southern Philippines shall complement the efforts of MDP3 by addressing the relief and rehabilitation requirement of at least 10,000 IDP families in Southern Philippines while capacitating them to promote the culture of peace in the area and strengthening the different support mechanisms and institutions. This will be pursued through the following components of the Programme : (a) relief assistance and building confidence, (b) rehabilitation, and (c) culture of peace and access to justice.
As the Programme has recently started its implementation, initial set of critical interventions/activities has been identified that shall include the construction of core shelter for target beneficiaries. The provision of these facilities will help the IDPs in rebuilding their lives and bring back normalcy from the disruption affecting their family and community structures, which effected on their being displaced.
Objectives and Scope of Work
Consistent with the Programme Results and Resources Framework, the Programme shall support construction of core shelter for displaced families whose houses were heavily damaged due to the armed conflict. It shall complement with the existing program of the government on core shelter as well as with the GOP-UN Multi Donor Programme and other organizations. The scope of work includes among others, to wit;
1. Social preparation has been substantively established and had undertaken a process of extensive involvement of the beneficiaries ensuring principle of ownership and sustainability to individual families and communities are being applied.
2. There should be defined counterparts on the project implementation, considering the assistance will only focus on construction of core shelter. Part of the specific TOR (attachment to the MOA) for each implementing partner will define the role and fund counterpart of key stakeholder in the community, i.e. LGU, beneficiaries, partner-implementor. Charging of administrative/management cost is not allowed.
3. Consider key technical elements in construction as well as social elements, among others;
3.1 Quality of structure to consider at least a minimum life span of five years;
3.2 Promotion of effective environmental sanitation to prevent sickness and death
3.3 Location with respect to water sources
3.4 Built-in participation of beneficiaries, like food for work programmes and self-reliance strategies
3.5 Access to livelihood opportunities
The Programme will enter into partnership with Government Line Agencies, Local Government Units (LGUs) and Non-Government Organizations (NGO), in their respective areas of coverage. As such, the following preparatory activities should have been undertaken:
Expected Outputs
The NGO/GLA/LGU shall submit the following reports to the Lead Implementing Agency through the IDP Desks as detailed below:
In close consultation with the target community, draft and finalize the site development plan/housing plan for each community which will detail the benefits provided to each displaced families including the total budgetary requirement as well as complementation funds provided by LGU/GLA (as necessary)
Updated Community Profile and Assessment report indicating the status of the displaced families.
Monthly progress reports reflecting technical and financial achievements detailing the actual disbursement and the number of displaced families benefited by the assistance (to be inputted in the consolidated database system managed by the Programme). Such reports should be submitted by the 5th of the succeeding month.
Timeframe and Budgetary Requirements
The construction of core shelters in selected communities shall be completed in forty days (40) days. It should be noted that the funding is meant to complement the ongoing interventions of NGOs/LGUs/GLAs in selected communities. Counterpart funds can be in the form of technical assistance/parcel of land free of charge. Charging of administrative/management cost is not allowed. For the year 2004, as provided in the approved Work and Financial Plan, the following budget will be considered:

A team will be organized to monitor the progress of the implementation. Two levels of evaluation system will be used:
The Management Information Specialist along with the Monitoring and Evaluation Officers of the two IDP desk will develop a detailed M & E system for this purpose.
