This program was started so those families who were seeking children with special needs or teenagers,could work with an independent facilitation service that has a low flat fee for any family who wants to adopt from Ukraine or Serbia.  This program was started after a baby boy, Daniel, was adopted by one of the families I had assisted to adopt from Ukraine.  This was the first family that had ever contacted me wanting to adopt a child with any type of special need.  Daniel was adopted at 2 years of age from Kyiv region with Arthrogryposis along with a healthy toddler boy by the same family.  Both boys are doing wonderfully in their new home!!  Daniel and his orphanage mama's dream was to find a family for Daniel and his dream came true.  Let's make more special needs childrens dreams come true too!!

Daniel, like other special needs children in Ukraine and Serbia, are routinely passed over  with special needs or just because they are too old.  We would like to see more children like Daniel come home, so please, let me know if you are interested in a special needs child, and we can get you started right away.

What is considered a special needs child for this program?
Ukraine has a waiver for
babies 3 months to 14 months old to be available if they have missing or deformed digits or cancer.  Also, any child with any diagnoses special need at ages 14 months to 15 years: such as, CP, Arthrogryposis/club feet, missing limbs or digits, deformed limbs or digits, not walking due to medical reasons/accident, deaf, blind, genetic disorder (X-syndrome and the like), missing eye(s), deformed face (including cleft lip and palate), Down's Syndrome,  serious heart conditions, serious internal organ disorders (Hirshsprung's disease and the like), mental retardation, mental disorders (bi-polar, etc.), cancer (or similar deadly illness), albinio, severe malnutrition, FAS/FAE, dwarfism/little people,  etc.AND for healthy boys and girls age 15+ at adoption, I offer free state side help and a reduced fees as well.  The is no-preselection in Ukraine so you will select a child to adopt upon arrival.  There is not guarantee of a particular child, but the team help you view the files and select the right child for you and you can request that child from the ministry.
Please email me if you are not sure the special needs you are interested in qualifies.  This program is NOT for families who want a healthy child but would consider a special needs child in some cases.  As only children who have special needs or healthy teens  will be offered.

What is the cost for this program?
The in-country expenses are set at a low flat fixed fee for all adoption related costs. This flat fee covers dossier assistance via Amy (me) in the US, translation of you dossier in Kiev, approval of you dossier and appointment before you arrive, salary for facilitator/translator, one trip to one region via train, all adoption paperwork related fees and orphanage donation, and transportation by car/taxi for adoption related work in region.  Additional costs are to be covered by your extra spending money, such as per diem living expenses, extra taxi rides, the childs exit medical and visa.
Adoption fees in
UKRAINE are:
$8000 for any SPECIAL NEEDS child 0-15 years of age
(free state side assistance)
or
$11,000 for any HEALTHY child that is 15 YEARS of age at adoption

(free stateside assistance)

SERBIA:  varies from $1200-6000 per child (free stateside assistance)
Other approx.  costs you may incure to complete an adoption are as follows:
state side fees: Homestudy, USCIS filing fees (I-600A and fingerprints), state notary and apostile fees, FedEx and other postage costs, Airfare to and from Ukraine (1 or 2 trips). In Ukraine, please bring spending money for: taxi services, food and apartment in Ukraine, exit medical and visa fees, spending money. 

If you qualify for the $10,000 adoption credit, then you should be able tor very low cost adoption.  For families on a tight budget, traveling during dead of winter will save greatly on airfare.
Stateside assitance is provided for free, which is normally $500-$3000.

Who will I be working with in Ukraine?
You will be working with a member of the same great  facilitation team I used to adopt a wonderful boy.  You are met at the airport and they will assist you through the adoption process  until you leave Ukraine.  You should be in Ukraine approx. 3.5-4.5 weeks on the one trip option  for most regions.  However, if you choose you can have both parents travel for 2 weeks and then one parent can return a couple of weeks later for a 1 week trip to take the child home.  There  is no guarantee on exactly how long the process will take, but these are good estimates.  We are thrilled to have the opportunity for you to come and make a child's dream come true.
Who will I be working with in Serbia? A fantastic lawyer who is fast and hardowrking and a great orphanage staff.  We adopted via this team and it was very straight forward.  Travel time is 2 weeks in Serbia.
